On the morning of January 31st (the 3rd day of the first lunar month of the Year of the Snake), General Secretary To Lam attended the launching ceremony of the "Forever Grateful to Uncle Ho" tree planting festival for the Spring of the Year of the Snake 2025, at Dinh Tien Hoang Emperor Square, Hoa Lu City, Ninh Binh Province.

Attending the launching ceremony were members of the Politburo and Secretaries of the Central Committee of the Party: Phan Dinh Trac, Head of the Central Internal Affairs Commission; Do Van Chien, Chairman of the Central Committee of the Vietnam Fatherland Front; Nguyen Duy Ngoc, Head of the Central Inspection Committee; and Chief of the Central Party Office; General Luong Tam Quang, Member of the Politburo and Minister of Public Security ; members of the Central Committee of the Party: Deputy Prime Minister Ho Duc Phoc and Vice Chairwoman of the National Assembly Nguyen Thi Thanh; members of the Central Committee of the Party; leaders of the Central Party Office; the Office of the General Secretary; and leaders of Ninh Binh province.

Speaking at the launching ceremony, General Secretary To Lam emphasized that more than 65 years ago, on November 28, 1959, President Ho Chi Minh wrote the article "Tree Planting Festival," published in the Nhan Dan newspaper under the pseudonym Tran Luc, calling on everyone, every household, every organization, and every locality to actively compete in planting and caring for trees, analyzing the great significance and practical benefits of planting trees and reforestation. He pointed out: "This is inexpensive but brings many benefits," "it is also a long-term but gentle competition that everyone, from the elderly to young children, can enthusiastically participate in," and he proposed organizing a "Tree Planting Festival" nationwide.

The call of President Ho Chi Minh quickly became a widespread mass movement, actively responded to by all strata of society with a spirit of self-awareness and concrete actions. The Lunar New Year of the Rat - 1960 was the first year of responding to President Ho Chi Minh's call for "Tree Planting Festival". Movements such as "Tree Planting Festival", "Tree Planting Festival for our beloved South", "Tree Planting Festival to defeat the American invaders", and today's "Tree Planting Festival following Uncle Ho's teachings", "Tree Planting Festival to forever remember Uncle Ho" are strong indicators of the Party and people's determination to learn and follow Uncle Ho's teachings.

Since then, every spring, "Tree Planting Day" has truly become a festival for the entire Party, the entire people, and the entire army of Vietnam. This is not only an activity with profound traditional significance, but also a concrete and practical action to fulfill Vietnam's strong commitment to the international community and implement the national strategy on climate change, aiming for a green planet, for the rapid and sustainable development of the country.

The General Secretary acknowledged and highly appreciated the achievements that the Party Committee, government, and people of Ninh Binh province have made in recent years, especially in preserving the heritage of the ancient capital of Hoa Lu, maintaining and promoting the value of beautiful natural landscapes, and choosing a green, harmonious, and sustainable development model.

The General Secretary stated that the Ninh Binh province development plan for 2021-2030 sets goals and a vision to basically meet the criteria by 2030, and to become a centrally-governed city by 2035 with the characteristics of a millennium heritage city and a creative city; taking tourism, cultural industry, and entertainment industry as key sectors; using the automotive industry as a driving force; taking the application of scientific and technological achievements, innovation, and digital transformation as breakthroughs; and using multi-value ecological agriculture as a pillar... This is a correct orientation, allowing for the exploitation and development of the unique potential and competitive advantages of a locality possessing vast heritage resources, unique cultural values, and beautiful natural landscapes...

The General Secretary urged the province to strive to become a model for green, harmonious, and sustainable growth, based on a close integration of socio-economic development with the preservation of cultural heritage, environmental protection, and natural landscapes, while promoting the application of scientific and technological achievements, innovation, digital transformation, and green transformation. All levels, sectors, households, and individuals need to be clearly aware of their responsibility to protect the ecological environment; widespread movements with the joint efforts of the entire community must be formed. Every specific action, such as planting trees, saving water, protecting forests, and choosing business models based on green transformation, contributes to building a green Vietnam.

The General Secretary instructed that propaganda work must be emphasized through various specific, vivid, and practical forms so that the broad masses of people understand the purpose and significance of the Tree Planting Festival; the great role, effects, comprehensive and long-term benefits, and humanitarian value of planting trees and forests; enthusiastically participate in the green tree planting movement, raise awareness and take effective measures to protect forests, prevent deforestation, burning, and illegal logging; and launch the Tree Planting Ceremony in a manner appropriate to the conditions of the locality, agency, and unit, ensuring practicality, effectiveness, economy, and avoiding ostentatious displays.

Ministries and sectors, especially the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development, need to coordinate and strengthen the monitoring and guidance of localities to effectively implement the tree planting movement. Relevant agencies should develop and implement policies to encourage people and businesses to participate in environmental protection and climate change adaptation projects, linked with measures to restore the environmental landscape in areas damaged by industrialization and urbanization. Alongside this, it is necessary to finalize the green transformation strategy in all areas of socio-economic life, linked to the innovation of growth models, restructuring the economy based on the application of scientific and technological achievements, promoting innovation, digital transformation, and protecting natural resources.

General Secretary To Lam expressed his confidence that, with its long-standing historical tradition and the determination and unity of the entire Party, people, and army, the "Tree Planting Festival in Eternal Gratitude to Uncle Ho" movement will continue to effectively promote practical results, protect the ecological environment, and successfully implement the strategy of rapid and sustainable development as we enter a new era – an era of national growth, prosperity, and strength.

This is a crucial main artery connecting the east and west of Hoa Lu city, linking the ancient capital of Hoa Lu with the Trang An Scenic Landscape Complex heritage site and the eastern gateway, ensuring synchronous and interconnected traffic between Hoa Lu city and the North-South expressway, opening up space to promote urban development in the southern part of Hoa Lu city, as well as socio-economic development of Ninh Binh province.

The Le Duan road, nearly 3 km long with 6 lanes, was started in June 2022. The Van River Bridge, 65m long with 6 lanes, synchronized with the Le Duan road, was started in March 2023. The total construction value of the two projects is 386 billion VND. To date, the projects have been completed and are ready for inauguration and use. These are both important transportation projects and architectural landmarks in the urban landscape. The Van River Bridge has a design consisting of two arches: the Bong Lau Arch, inspired by white reeds reaching high to catch the sunlight, illuminating the majestic limestone mountains – a characteristic feature of the Hoa Lu region, the core area of ​​the Trang An heritage site, and associated with the image of Dinh Bo Linh practicing military drills with reeds. The Ma Yen Arch is associated with the majestic image of Ma Yen Mountain with its natural curves, the place chosen by King Dinh Tien Hoang upon his ascension to the throne to build the ancient capital of Hoa Lu.

These are key transportation projects selected by Ninh Binh province to be marked with commemorative plaques celebrating the 23rd Ninh Binh Provincial Party Congress, term 2025-2030.
