According to the special correspondent of the Vietnam News Agency, within the framework of the State visit to the Republic of Korea, on the afternoon of August 11 local time, General Secretary To Lam visited Yonsei University and delivered a policy speech with the theme: "Enhancing connectivity and trust, promoting the Vietnam-RoK Comprehensive Strategic Partnership for peace , prosperity, cooperation and development."

Speaking at Yonsei University, General Secretary To Lam expressed his joy at visiting and speaking at the ancient school with 140 years of tradition, one of the leading universities and a typical representative of the strength and intelligence of the Korean people.

Many famous scientists, writers, directors, actors, athletes, doctors, and politicians have graduated from this university.

The General Secretary shared his pride and belief that generations of Yonsei students will follow in the footsteps of their predecessors in studying, working, and spreading messages about a country rich in tradition, a young generation full of enthusiasm, courage, creativity, and dedication.

Within the framework of his speech, the General Secretary also shared Vietnam's views on the world and the region with direct impacts on security, development and bilateral relations between Vietnam and the Republic of Korea.

It is a world economic environment that is fraught with risks, with the risk of separation and fragmentation. Many production and supply chains are being broken, and the growth model is mainly based on limited input factors such as natural resources, capital and traditional labor... causing many countries to be unable to adapt and transform in time.

The General Secretary emphasized that, faced with the opportunities and challenges of the times, Vietnam is striving to bring the country into a new era, an era of wealth, prosperity and development.

With the belief in the bright future of the country and the rich tradition passed down from the previous generations, along with great inspiration from the miraculous development of friendly countries like Korea, Vietnam is showing strong determination to create new development achievements on the journey to the future of the nation.

Regarding Vietnam's development orientation to 2030, with a vision to 2045, the General Secretary said that in the 80 years since the country's founding, especially in the four decades of Renovation under the leadership of the Communist Party of Vietnam, Vietnam has achieved many important and historic achievements.

From a poor, backward country, devastated by war and embargoed, today Vietnam has become an emerging, dynamic economy, leading the ASEAN region in attracting foreign investment and trade scale.

Promoting the spirit of East Asian peoples, inheriting the tradition of peace and humanity, Vietnam persistently pursues the "4 no's" defense policy, strongly supports the settlement of disputes and disagreements by peaceful means on the basis of the United Nations Charter and international law, is always ready to be a bridge for cooperation and dialogue, is a sincere and loyal friend, a reliable partner, and an active and responsible member of the international community.

The General Secretary said that the efforts in the current key period have strategic and decisive significance in realizing Vietnam's great aspiration: by 2030, the 100th anniversary of the Party's founding, to become a developing country with modern industry and high average income; and by 2045, the 100th anniversary of the country's founding, to become a developed country with high income.

On this journey, Vietnam hopes that the Government and people of Korea will always accompany, support and assist Vietnam.

Sharing about the Vietnam-Korea relationship and the orientations for developing bilateral relations in the new period, the General Secretary said that Vietnam and Korea established diplomatic relations in 1992.

Although only 33 years have passed, the friendly cooperation between the two countries has developed at an unprecedented speed in history.

The two countries have become trusted partners, closely cooperating at the strategic level and close, understanding friends.

In the coming time, the General Secretary gave the following orientations: Strengthening political trust and mutual understanding is the most important foundation to continue to bring the Vietnam-Korea Comprehensive Strategic Partnership into greater depth, substance and effectiveness.

To achieve that goal, the two countries need to maintain regular meetings and contacts at high and all levels through Party, State, Government, National Assembly and people channels; enhance exchanges and cooperation in diplomacy, defense, security, economy, science and technology, and effectively implement existing cooperation mechanisms and agreements.

Promoting the central role of economic and trade cooperation, considering it a priority, Vietnam recognizes that Korean enterprises increasing and expanding the scale of investment in key areas and building specialized industrial production complexes along the value chain in Vietnam will bring strategic common benefits to both countries.

Cooperation projects with Korea in the fields of strategic transport infrastructure development, energy infrastructure, digital infrastructure and climate change adaptation infrastructure will strengthen the resilience of infrastructure in Vietnam.

The General Secretary stated that in the coming time, the two countries will make cooperation in science and technology, innovation, digital transformation and human resource development a new pillar in bilateral relations; create new breakthroughs in cultural cooperation, tourism, education and training, labor and people-to-people exchange; closely cooperate in multilateral and international mechanisms and forums; and coordinate to build and strengthen the international order based on rules, with the United Nations at the center.

The General Secretary recalled that during his lifetime, President Ho Chi Minh always placed great trust and expectations in the young generation with the following quote: “A year begins in spring. A life begins in youth. Youth is the spring of society.”

From there, the General Secretary emphasized that youth are symbols of a spirit of readiness to face challenges, enthusiasm, and daring; symbols of strong will, unafraid of hardships and challenges in pursuing ambitions and passions; and also symbols of sharp minds and creativity in grasping science, technology, and new knowledge.

Nurtured and grown up in the digital and globalization era, with early access to the quintessence and achievements of humanity in all fields of economics, culture, science and technology, the young generation of the two countries, including the students present here, will be the ones to inherit and continue the heroic traditions of their fathers and grandfathers, and will be the pillars that determine the prosperity of the nation.

The General Secretary affirmed that young people are also a pioneering and core force that determines the increasingly strong relationship between the two countries.

The General Secretary hopes that Vietnamese students studying in Korea in general and at Yonsei University in particular are "goodwill ambassadors" of the Vietnamese people, all of whom aspire to become important factors in promoting the increasingly brilliant development of Vietnam-Korea relations.

These will also be practical and effective contributions to the cause of building Vietnam into a more dignified and beautiful country as President Ho Chi Minh instructed.

With a long history of relations that have been cultivated by many generations of people and leaders of the two countries, with the spirit of determination, creativity, internal strength and close ties of the business community, people, especially the young generation of the two countries, the General Secretary believes that Vietnam and Korea will maximize their similarities, increasingly connect and achieve success together, for peace, prosperity, cooperation and development of each country, in the region and around the world.

On this occasion, Professor Yoon Dong Sup, President of Yonsei University, awarded an honorary doctorate to General Secretary To Lam.
