Attending the conference were comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat; comrades Politburo members, Party Central Committee Secretaries: Le Minh Hung, Head of the Central Organization Commission; Phan Dinh Trac, Head of the Central Internal Affairs Commission; Nguyen Trong Nghia, member of the Central Military Commission Standing Committee; comrades Party Central Committee Secretaries: General Trinh Van Quyet, member of the Central Military Commission Standing Committee, Director of the General Department of Politics of the Vietnam People's Army; Le Minh Tri, Chief Justice of the Supreme People's Court; comrades representing the leadership of the Central Military Commission, the Supreme People's Court, and Central Party agencies.

At the conference, comrade Hoang Dang Quang, member of the Party Central Committee, Permanent Deputy Head of the Central Organizing Committee, announced the decisions of the Politburo :

The Politburo decided that General Trinh Van Quyet, Secretary of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, would cease to participate in the Central Military Commission and the Standing Committee of the Central Military Commission; and would transfer, assign, and appoint him to the position of Head of the Central Propaganda and Mass Mobilization Commission.

General Secretary To Lam presented the Politburo's Decision on the assignment and appointment of comrade Trinh Van Quyet to hold the position of Head of the Central Propaganda and Mass Mobilization Commission.

The Politburo decided to transfer, assign, and appoint comrade Le Minh Tri, Secretary of the Party Central Committee, Party Committee Secretary, Chief Justice of the Supreme People's Court, to hold the position of Deputy Head of the Standing Committee of the Central Internal Affairs Commission.

On behalf of the Politburo, General Secretary To Lam presented the decision to comrade Trinh Van Quyet and comrade Le Minh Tri.

Congratulating the comrades who were entrusted by the Politburo to be assigned and given new tasks, the General Secretary stated that, in the past time, with great political determination, the whole country has basically completed the comprehensive arrangement and streamlining of the apparatus in the political system; successfully completed the Congress of Party Committees directly under the Central Committee and is currently actively preparing the conditions to successfully organize the 14th National Congress of the Party. To prepare a step for personnel work, based on the standards, conditions and work requirements of agencies, units in particular and the entire political system in general, the Politburo has considered very carefully, ensuring the stability, inheritance and development of the Party's senior leadership team.

General Secretary To Lam presented the decision to transfer, assign and appoint comrade Le Minh Tri to hold the position of Deputy Head of the Central Internal Affairs Commission.

The comrades who have just been assigned and mobilized have all been trained through practice, are exemplary cadres in terms of political qualities, ethics, lifestyle, capacity, prestige, professional training and relatively suitable working process and experience. They also have achievements, results and products in their fields of work, meeting the standards, conditions and requirements of the positions as prescribed.

The General Secretary emphasized that comrades Nguyen Trong Nghia and Trinh Van Quyet are all leaders and commanders, have received basic training and have held many different positions and positions, have a lot of experience in leadership, direction and command, and have contributed to the common cause of the Central agencies and the army. In the past time, they have also actively worked with the Politburo and the Secretariat to successfully direct the implementation of the country's political, economic and social tasks and made an important contribution to bringing our country into a new stage of development. I believe that with many years of experience in Party work and political work in the Army, they will continue to promote their capacity, creating achievements in propaganda and mass mobilization work in the coming time.

Comrade Le Minh Tri is also an experienced cadre in advising on leadership and direction of law protection work. In his position as Secretary of the Party Central Committee and Chief Justice of the Supreme People's Court, he and the Party Committee of the Supreme People's Court proactively and promptly led, directed, and proposed the construction of a model of People's Courts at all levels suitable for two-level local governments, ensuring that the activities of the Court system are continuous, effective, without interruption of work, and without missing tasks. He needs to continue to promote the achieved work results, quickly grasp new work, and effectively implement the tasks of the Central Internal Affairs Commission.

The General Secretary requested that in the immediate future, comrades together with the collective leadership of the agencies focus on advising the Central Committee to prepare well the conditions for the successful organization of the 14th National Congress of the Party. The General Secretary requested that leaders, cadres and Party members in the Central Military Commission, the Ministry of National Defense, the General Political Department of the Vietnam People's Army, the Central Propaganda and Education Commission, the Central Internal Affairs Commission and other Party agencies continue to support, coordinate and assist the new leaders of the agencies to successfully complete their tasks.

On behalf of the newly appointed comrades, comrade Trinh Van Quyet expressed his honor to be entrusted with this great responsibility by the Politburo and the Secretariat. He emphasized that propaganda and mass mobilization work, and internal affairs work are all aspects of work aimed at the common goal of building a clean and strong Party and political system, consolidating the great national unity bloc, and being determined to build and develop the country quickly and sustainably, with the people being prosperous and happy.

He affirmed that each individual has a clear sense of responsibility in the new task, will proactively innovate propaganda work, create unity in awareness and action throughout society; build an honest and clean judiciary; promote the great national unity bloc. Each individual must constantly train his/her political mettle, set an example in action, together with the agency to perform well the assigned tasks, and at the same time coordinate well with relevant agencies, contributing to building a strong Party, building a truly socialist Vietnamese State of the people, by the people and for the people.
