General Secretary To Lam and his wife successfully concluded their official visit to the Republic of Bulgaria.

On the morning of October 25, the plane carrying General Secretary To Lam and his wife and the high-ranking Vietnamese delegation arrived at Noi Bai International Airport (Hanoi), successfully concluding the official visit to the Republic of Bulgaria from October 22-24, 2025, at the invitation of President of the Republic of Bulgaria Rumen Radev.

Bidding farewell to General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, at Sofia International Airport in Sofia, Bulgaria, were: Mr. Atanas Zafirov, Chairman of the Socialist Party and Deputy Prime Minister; Mr. Roussi Ivanov, Secretary for Foreign Affairs of the Presidential Palace; and Mr. Mircho Ivanov, Director of the Protocol Department of the Presidential Palace. Representing Vietnam were: Ms. Nguyen Thi Minh Nguyet, Ambassador Extraordinary and Plenipotentiary of Vietnam to Bulgaria; numerous officials and staff of the Vietnamese Embassy in Bulgaria; and members of the Vietnamese community in Bulgaria.

During the visit, General Secretary To Lam held talks with the President of the Republic of Bulgaria; met with the press; held meetings with the Prime Minister of Bulgaria and the Speaker of the Bulgarian Parliament ; received the Chairman of the Bulgarian Socialist Party; attended the Bulgaria-Vietnam Business Forum; witnessed the signing ceremony of cooperation documents between the two countries; visited Sofia University; and visited the National Museum of Bulgarian History…

Building on the outstanding achievements of bilateral relations in all fields over the past 75 years, with vast potential for cooperation and firm belief in a bright future for the relationship between the two countries, and in order to fulfill the aspirations of the people of both countries, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and President of the Republic of Bulgaria Rumen Radev agreed to adopt a Joint Declaration on upgrading Vietnam-Bulgaria relations to a "Strategic Partnership".

Within the framework of the Strategic Partnership, Vietnam and Bulgaria will continue to further deepen cooperation in various fields to ensure the practical interests of the people of both countries, contributing to peace, stability, cooperation, and prosperity in both regions and the world.

During the meetings, the two sides agreed to strengthen political dialogue and delegation exchanges at all levels, especially at the high level, and to study and establish new cooperation mechanisms between ministries, branches and localities of the two sides; and agreed to increase contacts on all channels between the Party, State, Government, National Assembly, central and local agencies of Vietnam and central and local agencies of Bulgaria to strengthen political cooperation and mutual understanding.

Both sides expressed their readiness to promote exchanges of delegations at all levels to strengthen bilateral cooperation in the fields of defense and security, and to boost cooperation in training and defense industry; they agreed to promote economic and trade cooperation, identifying this as one of the central pillars and main driving forces for the Vietnam-Bulgaria relationship to shift from "traditional" to "strategic - substantive - effective".

In addition, both sides will promote substantive cooperation in the fields of science and technology, education and training, agriculture, culture and tourism, sports, labor, environment and health, and strengthen cooperation at the regional and international levels.

The two sides are willing to create favorable conditions for people's organizations and friendship associations of the two countries to regularly exchange and cooperate on major events of the two sides; sign new cooperation documents to further strengthen the relationship between the two countries; create favorable conditions for the Vietnamese community in Bulgaria and Bulgarian citizens living in Vietnam, helping them continue to make positive contributions to the traditional friendship and multifaceted cooperation between the two countries.

The official visit of General Secretary To Lam and his wife, along with the high-level Vietnamese delegation, to the Republic of Bulgaria is of great significance, providing an opportunity for the high-ranking leaders of both countries to review the achievements in developing relations and, from there, to formulate strategic directions to elevate the long-standing traditional friendship between Vietnam and Bulgaria to a new level.
