In 5 years ( 2021 - 2025) , the total capital mobilized for the Program reached more than 7,000 billion VND. Resources are allocated reasonably and flexibly to projects such as infrastructure development, production development support, vocational training, housing, healthcare, education , information and communication. With great efforts from localities and effective coordination between sectors, localities have implemented hundreds of essential infrastructure projects; thousands of poor and near-poor households have been supported with housing, livelihoods, vocational training, loans, health care, improved nutrition and access to social services.
In particular, models for developing production of breeding cows, raising free-range chickens, growing medicinal plants, etc. have been flexibly deployed in a way that is suitable for the conditions of each region and each household, linked to the value chain and responding to climate change. The models have helped thousands of households improve their production capacity, improve their income and gradually escape poverty. It is estimated that by the end of 2025, the poverty rate in the whole province according to the multidimensional poverty standard for the period 2022-2025 will decrease to 2.09%, down more than 7% compared to the beginning of the period, exceeding the target assigned by the Central Government.
Along with the achieved results, the province also frankly acknowledged some difficulties in the process of implementing the program such as: the central capital disbursement is still slow; the staff working on poverty reduction at the grassroots level are mainly part-time, which affects the implementation; poverty reduction for poor households and near-poor households who are social protection beneficiaries (unable to work, without land for production) is facing many difficulties; some localities still face difficulties in connecting output products in the production value chain.
However, overcoming difficulties, the poverty reduction program has truly spread in people's lives. The province has organized hundreds of training and propaganda classes to raise awareness and promote the spirit of self-reliance to escape poverty. Contacts and dialogues with poor households, organizing job fairs, mobile propaganda... have contributed to promoting community spirit and creating momentum in the emulation movement " Quang Ngai for the poor - leaving no one behind".
The spirit of learning and listening attitude has helped the management and operation of the program become more effective and closer to reality. Policies are flexibly adjusted to suit people's needs. Transparency in resource allocation is also a factor that the province pays special attention to, contributing to strengthening people's trust in the policies of the Party and State.
At the conference, representatives of leaders of departments, branches and localities reported on the implementation of the National Target Program on Sustainable Poverty Reduction in the area; shared experiences in effectively using capital sources to support the program implementation, job creation for workers in poor, near-poor and newly escaped poverty households, etc.
Speaking at the Conference, Vice Chairman of the Provincial People's Committee Vo Phien affirmed that the National Target Program on Sustainable Poverty Reduction is a major policy, demonstrating the deep concern of the Party and the State. Especially in the period of 2021-2025, sustainable poverty reduction is considered a key task of socio -economic development, aiming to improve and enhance the living conditions of the poor in mountainous areas and ethnic minority areas.
In the 2026-2030 period, the province and the whole country will implement a two-level local government organization model. This is a major transformation, requiring leaders of departments, branches, sectors and localities to proactively innovate leadership and management thinking, and methods of implementing poverty reduction policies towards clear responsibilities and capacity building at the commune level.
To effectively implement the National Target Program on Sustainable Poverty Reduction in the coming time, the Vice Chairman of the Provincial People's Committee requested that leaders of departments, branches, sectors and localities focus on perfecting the orientations and solutions for sustainable poverty reduction in the 2026-2030 period on the basis of closely following the orientations and policies that will be issued by the Central Government. Localities need to develop plans, goals and targets for the 2026-2030 period in line with the conditions, characteristics and practical needs of each locality; in accordance with the current situation of poor households, the level of basic service shortages, staff capacity, budget resources; according to regional classification to determine specific targets. Each goal/target must be linked to output results. Decentralization and empowerment need to be substantive, in the spirit of "locality decides, locality does, locality is responsible", ensuring that the commune level has enough tools, resources and responsibilities in organizing implementation.
The program needs to focus on supporting livelihood models suitable for the locality, linked to value chains and consumer markets. Effectively integrate resources from National Target Programs; enhance the application of technology and digital transformation in management, monitoring, and policy implementation via digital platforms, from review, planning to implementation, payment, and effectiveness evaluation.
In addition, departments and branches need to step up propaganda work to raise awareness, capacity and self-reliance of the poor; encourage the mobilization of social resources, promote the role of the community, establish livelihood support funds, create conditions for people to access preferential capital; provide vocational training associated with on-site employment, increase support for temporary work abroad; encourage livelihood conversion to adapt to climate change, especially in coastal areas, mountainous areas and ethnic minority areas.
On this occasion, the Chairman of the Provincial People's Committee awarded Certificates of Merit to 15 collectives, 01 household and 12 individuals who had achievements in implementing the emulation movement "Quang Ngai for the poor - No one is left behind" in the period 2021-2025; awarded Certificates of Merit to 04 collectives who had achievements in contributing and supporting funding in implementing this emulation movement.
