The new version affirms that Russia's state policy in the field of nuclear deterrence is defensive in nature, and that Russia exercises nuclear deterrence against potential enemies: states, blocs, and alliances that consider Russia an enemy.

Russian President Vladimir Putin at the Kremlin on November 11.
According to the new documents, Russia's state policy on nuclear deterrence aims to maintain the potential of its nuclear forces at a level sufficient for nuclear deterrence.
Earlier, on September 25, President Putin stated that Russia needed to update its nuclear doctrine to clearly define the circumstances that might lead Moscow to launch a nuclear attack, according to RT.
Putin also emphasized that Moscow would "consider" a nuclear response if it received "credible information" about a massive missile attack by another country targeting Russia or its closest ally, Belarus.
The Russian leader said that weapons used in a potential enemy attack could include everything from ballistic or cruise missiles to strategic aircraft and drones.
The earlier version of the nuclear doctrine, outlined in a decree issued by President Putin in 2020, stated that Russia could use nuclear weapons in the event of an enemy launching a nuclear or conventional attack that threatened Russia's survival.
