Ha Long City must take the lead in implementing breakthroughs in marine economy and digital economy.

On the morning of September 26, the Ha Long City Party Committee held its 56th conference to evaluate the implementation of tasks in the past 9 months; directions and tasks for the last months of the year. Attending and giving a speech at the conference, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, affirmed: "Ha Long City must be the leading locality in implementing breakthroughs in the marine economy and digital economy".

Ha Long City Party Committee implemented its tasks in the first 9 months of 2024 facing many difficulties and challenges, but with the regular and timely attention and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, the coordination and support of the Vietnam Fatherland Front and the provincial organizations, departments and branches; the solidarity, unity, and joint efforts of the entire political system, business community and people of all walks of life, 10/20 targets identified in Resolution No. 77-NQ/TU dated December 12, 2023 of the City Party Committee have been achieved and exceeded the set plan.

The production value in the first 9 months of 2024 is estimated to reach over 175,000 billion VND, an increase of 17.8% over the same period in 2023. Of which, the production value of the service industry is estimated to reach over 56,300 billion VND, an increase of 22% over the same period in 2023; the production value of the industry - construction industry is estimated to reach over 117,500 billion VND, an increase of 15.8% over the same period; the production value of the agriculture, forestry, fishery and aquaculture industry is estimated to reach 1,260 billion VND, an increase of 6.2% over the same period; the total state budget revenue is estimated to reach nearly 4,000 billion VND, equal to 43.5% of the estimate assigned by the province, equal to 43.1% of the plan assigned by the city.

Social security in the first 9 months of Ha Long City has been focused on, with jobs created for over 7,000 workers, reaching 101.3% of the yearly plan; an additional 7,200 people participating in compulsory and voluntary social insurance, reaching 103% of the yearly plan.

After storm No. 3, Ha Long City provided emergency support to 100% of households whose houses were completely collapsed and visited and encouraged 944 families with deaths, injuries, and severe damage; 100% of roads and neighborhoods were cleaned and sanitized; nearly 80% of fallen trees were restored; schools and hospitals were operating stably; production, business, tourism, and sightseeing activities in Ha Long Bay resumed.

Speaking at the conference, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, shared the heavy damage caused by storm No. 3 to the province and Ha Long City; at the same time, expressed gratitude for the solidarity and cooperation of cadres, party members and people of Ha Long City in quickly overcoming the immediate damage, gradually working with the whole province to restore production and business after the storm.

The results achieved in implementing the targets of Party building and socio-economic development in the first 9 months of Ha Long City demonstrate the high political determination, proactiveness, decisiveness, daring to think, daring to do, daring to take responsibility of the Executive Committee and Standing Committee of Ha Long City Party Committee. The actions and results achieved by Ha Long City Party Committee have firmly consolidated the trust of the people.

To overcome the shortcomings and limitations pointed out by the conference, the Standing Deputy Secretary of the Provincial Party Committee requested that in the remaining months of the year, Ha Long City must give the highest priority to leadership, direction, and drastic and synchronous implementation of solutions to overcome the consequences of storm No. 3. In particular, review and immediately implement existing mechanisms and policies of the Central Government, the province and especially Resolution No. 42/NQ-HDND dated September 23, 2024 of the Provincial People's Council; focus on supporting, completing new construction and repairing collapsed houses in November 2024.

Continue to strengthen the work of Party building and rectification and the political system of the city must be truly clean and strong in all aspects; maintain solidarity and unity and promote the exemplary role and responsibility of leaders at all levels. Focus on leading and directing the comprehensive completion of targets and tasks in 2024, well preparing for the work serving the City Party Congress, term 2025-2030, in accordance with the spirit of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo, Plan No. 439-KH/TU dated July 23, 2024 of the Provincial Party Executive Committee, focusing on preparing Congress documents and personnel work.

The Standing Deputy Secretary of the Provincial Party Committee agreed with the direction of the Standing Committee of the Ha Long City Party Committee. Regarding the preparation of congress documents, the Ha Long City Party Committee was requested to approach the suggestions, suggestions and especially the preliminary outline of the political report of the 16th Provincial Party Congress, which was just approved by the Standing Committee of the Provincial Party Committee. From there, the city will be determined to take the lead in implementing the breakthroughs in the marine economy and digital economy - two of the breakthroughs that the province will identify in the coming term.

Pay attention to improving the effectiveness and efficiency of the Party's inspection, supervision and discipline work; do a good job of preventing violations; promptly detect and promote new and positive factors; immediately overcome shortcomings, shortcomings, limitations and shortcomings pointed out by competent authorities. Tighten discipline and administrative discipline; resolutely and effectively overcome the situation of evasion, shirking and fear of responsibility among a number of cadres and Party members, including leaders of units.

Continue to innovate the content and methods of operation, promote the role, improve the quality and effectiveness of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations; improve the quality and effectiveness of emulation movements, continue to maintain the undertaking of specific works and tasks associated with the City Construction Project, overcoming the consequences of storm No. 3.

Develop and implement synchronous solutions to ensure economic growth in the fourth quarter of 2024, contributing to maintaining the province's economic growth above double digits in 2024. Urgently review and evaluate all indicators in the 2020-2025 period, from which it is expected to develop a socio-economic development plan in 2025 and complete the indicators of the entire 2020-2025 term. Actively participate in giving opinions to the province in the process of developing the Project and Resolution on "Rapid and sustainable development of Quang Ninh province's marine economy in the 2030 period, with a vision to 2045" - A very important element in the 3 breakthroughs of the 2025-2030 term.

Strengthen state management in all fields; strictly comply with and focus on implementing zoning plans approved by competent authorities; promptly review and complete documents for approval of the remaining zoning plans.

Implement the city's reconstruction project based on the shortcomings and inadequacies discovered after the natural disaster to restructure sectors, fields, budget revenue and expenditure, crops and livestock; have effective solutions to exploit the potential, advantages, and new development space of Ha Long City, taking urban areas as the driving force for development in remote, isolated, and mountainous areas. It is necessary to strictly manage and use land and resources economically and effectively; focus on reviewing and strictly managing land funds formed from transport projects; resolutely revoke projects that are behind schedule, violate the law according to regulations and recommend and propose to competent authorities to revoke policies and projects under the province's authority.

Strengthen environmental protection, especially the marine environment and craft villages. Review and further tighten the management of forest land and aquaculture land and urgently review the planning of 3 types of forests, sea surface planning, regional planning, and sea tourism planning. Continue to review and coordinate to resolve difficulties and obstacles and speed up the progress of public investment as well as key non-budget projects in the city.

Focus on promoting business development in terms of quantity, quality and sustainability; accelerate comprehensive digital transformation and identify Ha Long as the locomotive in digital economic development, considering the digital economy as a new growth driver. Continue to pay attention to cultural, social and human development, ensuring social security, welfare, progress and equity associated with effectively implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee.

Continue to focus on investing in infrastructure development, improving the material and spiritual life of people in communes, reducing the gap between urban and rural areas, striving for the city to have no poor or near-poor households according to the province's criteria arising after the storm. Continue to maintain results, improve the quality of education at all levels; develop a harmonious education system between public and non-public education; focus on reviewing and perfecting criteria, striving for Ha Long City to join UNESCO's global learning network by 2025.

Continue to maintain national defense and security, social order and safety, and be the leading locality in achieving the goal of 50% of communes and wards being clean of drugs and crime.
