Ho Chi Minh City: List of women who give birth to 2 children before the age of 35 to receive a subsidy of 3 million VND

Ho Chi Minh City Department of Population has just announced the first round of screening and statistics from December 21, 2024 to April 15, 2025 to support 3 million VND for people.

Specifically, Mr. Pham Chanh Trung, Head of the Ho Chi Minh City Population Department, said that the city is taking steps to implement Resolution No. 40/2024/NQ-HDND on policies to support women who give birth to two children.

The Ho Chi Minh City Department of Population has issued a document requesting the Thu Duc City Health Department and districts to carry out propaganda, and at the same time review and compile a list of beneficiaries. Currently, many localities such as Da Kao Ward (District 1), An Khanh (Thu Duc City), An Lac A (Binh Tan District) ... are actively collecting statistics.

According to the guidelines, there are two groups of subjects listed:

- Group 1: Women who give birth to two children before the age of 35, with the second child born between December 21, 2024 and April 15, 2025.

- Group 2: Women from near-poor households or social protection beneficiaries, giving birth during the above period (no age or number of children limit).

Many people consider this a practical policy in the context of increasingly high costs of raising children in urban areas. Ms. Nguyen Thi Minh Hien (35 years old, Thu Duc City), who gave birth to two children before the age of 35, shared: "We have a stable income, but the cost of education, living expenses, and taking care of both parents makes raising children very stressful. This policy will help families have more motivation to have children."

Similarly, Ms. Tran Hong Loan (40 years old, District 1), said that young people today are afraid to have children because of many barriers. Financial support from the State will help them feel more confident in building a family.

In addition to supporting individuals, the Ho Chi Minh City People's Council has also issued policies to encourage localities and organizations to actively participate in improving population quality, resolving gender imbalance and caring for the elderly. Wards, communes and towns where more than 60% of couples of childbearing age have two children for three consecutive years will receive a certificate of merit from the district-level People's Committee and a support of VND30 million. If the locality can maintain this for five years, it will receive a certificate of merit from the city People's Committee and a support of VND60 million.

Ho Chi Minh City is currently in its golden population period, with more than 74% of the population being of working age. However, the extremely low birth rate – reaching only 1.39 children per woman in 2024 (compared to the national replacement rate of 2.1 children) – is putting the city at risk of rapid population aging and labor shortages in the future.

To ensure the policy is effectively implemented, the Ho Chi Minh City Population Department has requested the People's Committee of Thu Duc City and districts to direct the People's Committees of wards, communes, and towns, along with departments, branches, and organizations, to strengthen the dissemination of the resolution's content, especially for those eligible to benefit from the policy.
