Delegates proposed to consider many contents in the Project.
On July 16, the 17th session of the 10th Ho Chi Minh City People's Council, term 2021-2026, entered the second working day with direct questioning and discussion in the hall.
At this session, delegates discussed many issues, including the submission No. 3583/TTr-UBND dated June 27, 2024 of the Ho Chi Minh City People's Committee on promulgating a Resolution on the "Project for developing the Ho Chi Minh City urban railway system according to Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation for developing Vietnam's railway transport to 2030, with a vision to 2045" (Project).
The delegates agreed on the policy and content of the Project. Based on the review opinion of the Economic - Budget Committee of the City People's Council, it is proposed to add the following content: consider adjusting the content of mechanism 17 in the direction of allowing investors to appoint domestic consulting units in joint ventures with international consultants in the investment preparation phase and the implementation phase of urban railway projects (URPs) and the domestic contractor is the main contractor in the joint venture.
For mechanism 18, investors are allowed to add criteria and binding principles for foreign contractors on the rate of using domestic goods and services, joint ventures, associations and technology transfer to domestic enterprises for bidding documents and EPC contract templates. Conditions on commitment to use domestic goods and services at a rate not lower than 15% of the value of the bidding package; on binding on technology transfer, training in operation, maintenance, human resource training, support for the development of regulations and standards; priority is given to contractors capable of arranging loans for infrastructure investment at preferential loan costs (with a commitment from the Government to lend).
Delegates also proposed to clarify: the concept of EPC package and EPC contract; research and supplement regulations for other types of contracts such as PPP, turnkey...; minimum rate of using domestic goods; propose specific technology transfer methods applicable to all stages from survey, design, construction, manufacturing and operation... to avoid risks and losses for investors.
Regarding mechanism 19, delegates suggested reviewing and clarifying this mechanism: clearly defining the extended project implementation period; whether or not project adjustment procedures must be carried out in case of design adjustments; considering the need to adjust the project policy...
Developing urban railways for sustainable economic development
According to the Project, when investing in urban railways in Ho Chi Minh City, in addition to realizing the Party's policies and guidelines, the Politburo's Resolutions and conclusions and plans related to the city's urban railway system, it is also consistent with the strategy and plan for developing transport infrastructure in the Southeast region and the planning of Ho Chi Minh City.
In addition, developing urban railways also enhances the capacity of the city's transport infrastructure, promotes the development of the public transport system, meets the increasing traffic demand in the city; develops modern urban areas, taking the orientation of public transport development (TOD model) as the basis for urban planning; creates new momentum in the city's socio-economic development, increases the competitiveness of the economy...
The project sets out the orientation for developing urban railways in Ho Chi Minh City as the “backbone” of the transport infrastructure system. Developing the urban railway system is an objective necessity and an important driving force for the city’s strategy of rapid and sustainable socio-economic development in the coming time.
By 2045, build an additional 168.36km to complete 7 urban railway lines (according to the adjusted master plan for Ho Chi Minh City construction to 2040, with a vision to 2060), increasing the total length of urban railway lines to about 351.08km. And by 2060, complete the construction of the remaining urban railway lines according to the approved plan, increasing the total length to about 510.02km.
The project also proposes a plan to phase in investment in the construction of urban railway lines with a scale equivalent to the total length of urban railway lines with a length of 183km.
Regarding the initial investment capital for construction and operation (excluding interest during construction), the Project sets the milestone from now to 2035 at about VND 837,249 billion (equivalent to USD 34.92 billion), excluding investment capital for Urban Railway Line No. 1.
