The proposal to rename National Highway 13 was stated in the report on the results of Party building, government building and mass mobilization work in 2023, and key tasks and directions in 2024, presented to the 21st Thu Duc City Party Committee conference, held on the morning of December 18.
In 2023, Thu Duc City People's Committee coordinated with the Department of Culture and Sports to organize a ceremony to rename Hanoi Highway (from Saigon Bridge to Thu Duc intersection) to Vo Nguyen Giap Street and the naming ceremony of two bridges across the Saigon River, including Thu Thiem and Ba Son.
Up to now, Thu Duc City People's Committee has completed the dossier to request the renaming of National Highway 13 (section from Binh Trieu Bridge to Vinh Binh Bridge) to April 30th Street.
National Highway 13 through Ho Chi Minh City is about 10 km long, stretching from the Martyrs' Memorial 5-way intersection to Vinh Binh Bridge, bordering Binh Duong . Of which, the section from the Martyrs' Memorial 5-way intersection to Binh Trieu Bridge belongs to Binh Thanh District, and the section from Binh Trieu Bridge to Vinh Binh Bridge belongs to Thu Duc City.

Speaking at the opening of the conference, Mr. Nguyen Huu Hiep, Secretary of the Thu Duc City Party Committee, said that there are 5 important targets expected to not be achieved in 2024 (admission of new party members, state budget collection, waste classification at source, criminal offenses and traffic accidents).
Although the City Party Committee and the Standing Committee of the City Party Committee have focused on directing some areas, the results have not yet met the requirements, such as land management (especially public land), construction order, issues of reducing traffic congestion, flooding, and environmental pollution.
The work of building urban government, reforming administrative procedures, and the quality of public service activities have not really met the needs of people and businesses. There are still many issues that need to be thoroughly addressed, such as the sense of responsibility of civil servants, slow connection and coordination of administrative procedures and processes, etc.
Mr. Nguyen Huu Hiep, Secretary of Thu Duc City Party Committee, said that this year's budget revenue target was not met.
Regarding the organizational structure, Mr. Hiep said that after more than 4 months of implementing Resolution 98/2023 of the National Assembly , the city has basically completed the establishment of new units, arranging, consolidating, and perfecting the names and personnel of agencies and units under the City Party Committee and People's Committee of Thu Duc City.
However, there are still certain limitations such as grasping the people's situation and resolving people's pressing issues, especially sensitive issues, which are sometimes not timely.
Inspection, supervision and social criticism work still has certain limitations; there is still a situation of shirking, avoidance, fear of mistakes and fear of responsibility among a number of cadres, civil servants and public employees in performing public duties.
Mr. Hiep suggested focusing on discussing solutions to further improve the quality of Party building and rectification work and the political system; promoting the implementation of Conclusion No. 14 of the Politburo and Decree No. 73 of the Government on the policy of encouraging and protecting dynamic, creative cadres who dare to think and dare to act for the common good.
