The People's Committee of Ho Chi Minh City requested departments, branches, sectors and localities to strengthen inspection and examination of the implementation of administrative reform tasks, especially strengthening surprise inspections of the responsibilities of leaders in directing and operating work and the results of administrative reform implementation.

The People's Committee of Ho Chi Minh City has just issued a document directing the improvement of the Public Administration Reform Index (PAR Index) and the Provincial Public Administration Performance Index (PAPI).

The Ho Chi Minh City People's Committee directs heads of departments, branches, and sectors, Chairmen of the People's Committees of districts, and Thu Duc City to strengthen public service responsibilities, the responsibilities of leaders, each cadre, civil servant, and public employee in connection with assigned tasks. At the same time, regularly review, urge, and inspect the progress of implementing key tasks on administrative reform; review internal procedures, reduce intermediary steps, and professionalize; focus on processing records and publicizing the results of administrative procedure settlement on the Ho Chi Minh City Administrative Procedure Settlement Information System.

The People's Committee of Ho Chi Minh City requires that the coordination between departments, branches, sectors and local People's Committees must be improved, in the direction of specifically defining the subjects of opinion collection, opinion collection content, response content, response time, and standardizing response documents on the basis of applying information technology and digital signatures.

At the same time, strengthen the inspection and examination of the implementation of administrative reform tasks. In particular, the focus is on the recruitment, appointment and use of cadres, civil servants, public employees, the situation of discipline and administrative discipline, the situation of handling administrative procedures for people and businesses. In addition, strengthen surprise inspections of the responsibility of leaders in directing and operating work and the results of implementing administrative reform targets.

The People's Committee of Ho Chi Minh City requests the Vietnam Fatherland Front Committee of Ho Chi Minh City to coordinate with the People's Committees at all levels and relevant units to establish and diversify channels for assessing, collecting and quantifying people's results on environmental issues, security and order levels in each locality, district, and Thu Duc city. Along with that, organize and widely disseminate to people about the component content indicators of the PAPI index through many forms, conferences, and communication and information channels.
