HCMC: Strengthen surprise inspections of leaders' responsibilities in implementing administrative reforms

The Ho Chi Minh City People's Committee requested departments, branches, sectors and localities to strengthen inspection and examination of the implementation of administrative reform tasks, especially strengthening surprise inspections of the responsibilities of leaders in directing and operating the work and results of administrative reform implementation.

The People's Committee of Ho Chi Minh City has just issued a directive document on improving the Public Administration Reform Index (PAR Index) and the Provincial Public Administration Performance Index (PAPI).

The Ho Chi Minh City People's Committee directs heads of departments, branches, and sectors, Chairmen of District People's Committees, and Thu Duc City to strengthen public service responsibilities, the responsibilities of leaders, each cadre, civil servant, and public employee in connection with assigned tasks. At the same time, regularly review, urge, and inspect the progress of implementing key tasks on administrative reform; review internal procedures, reduce intermediaries, and professionalize; focus on processing records and publicizing the results of administrative procedure settlement on the Ho Chi Minh City Administrative Procedure Settlement Information System.

The Ho Chi Minh City People's Committee requires that coordination between departments, branches, sectors and local People's Committees must be improved, in the direction of specifically defining the subjects of consultation, content of consultation, content of response, response time, and standardizing response documents on the basis of applying information technology and digital signatures.

At the same time, strengthen the inspection and examination of the implementation of administrative reform tasks. In particular, the focus is on the recruitment, appointment and use of cadres, civil servants and public employees, the situation of compliance with discipline and administrative discipline, the situation of handling administrative procedures for people and businesses. In addition, strengthen surprise inspections of the responsibility of leaders in directing and operating the work and the results of implementing administrative reform targets.
