(Fatherland) - On the evening of February 12, Hai Phong City held a ceremony to receive the Certificate of National Special Monument for the Tu Luong Xam relic cluster - the headquarters of King Ngo Quyen in 938 and opened the Tu Luong Xam Traditional Festival in 2025. Deputy Prime Minister Le Thanh Long attended and presented the Certificate of Monument Ranking to the leaders of Hai Phong City.
Speaking at the ceremony, Deputy Minister of Culture, Sports and Tourism Ho An Phong said that the Bach Dang River, chosen by history as a fulcrum, a thousand years ago marked three great victories over invaders in 938, 981 and 1288.
Tu Luong Xam, the land that King Ngo Quyen once chose to build his headquarters, build Vanh Kieu citadel, and erect a stake field on Bach Dang river, contributing to the glorious victory over the Southern Han army in 938, opening the era of autonomy and resuming national unity for the Vietnamese people. Tu Luong Xam historical site - Ngo Quyen's headquarters in 938 has a special position in the system of relics worshiping King Ngo Quyen in Hai Phong.
Deputy Prime Minister Le Thanh Long presented the Certificate of ranking the Tu Luong Xam relic cluster as a special national monument to the leaders of Hai Phong City.
Together with relics and antiquities, such as royal decrees, stone steles, worship objects, architectural structures, and carvings in the artistic style of the Le Trung Hung period (17th - 18th century) and the Nguyen period (19th - 20th century), it is clear evidence of the history of existence and development of the relic over many centuries, becoming a unique and typical cultural destination for the local community and tourists.
Deputy Minister Ho An Phong said that, associated with the Tu Luong Xam relic, the Tu Luong Xam festival, taking place from the 16th to the 18th of January (lunar calendar) every year, has become the highest emotional awareness when the minds of Hai Phong people turn to their ancestors and origins; remember and express gratitude and respect to King Ngo Quyen; is a symbol of community cohesion, sharing and enjoying traditional cultural values, contributing to preserving and promoting cultural identity, patriotism, heroic and indomitable traditions, and solidarity against foreign invaders of the nation for thousands of years so that today we join hands and contribute our efforts for the prosperity and longevity of the nation, for the prosperity and happiness of the country.

To preserve and promote the sustainable value of the Tu Luong Xam National Special Relic and the Tu Luong Xam Festival, on this occasion, the leaders of the Ministry of Culture, Sports and Tourism requested Hai Phong and Hai An district to pay attention to directing: Deploying the master plan for relic conservation; implementing the placement of boundary markers for the relic protection area in the field; developing a plan for the maintenance, restoration and embellishment of the relic; implementing the Project to preserve and promote the value of the Tu Luong Xam Festival heritage.
Continue to research, collect, and excavate archaeological sites to further clarify the history of the area where the relics are located.
Organize extensive propaganda of the historical, cultural, scientific and aesthetic values of the relic; the good values of festivals in the cultural life of the community, linking socio -economic development and tourism, contributing to building and fostering national pride, educating patriotic traditions; becoming an attractive tourist destination for domestic and foreign visitors.
Strengthen training, improve capacity and qualifications of cultural workers; the role and responsibility of authorities at all levels and cultural communities in preserving and promoting the value of this relic and festival heritage.

At the ceremony, the art program "The heroic spirit of Bach Dang river - The sacred mark of Tu Luong Xam" took place. This is not only a connection between the past and the present, but also a deep gratitude to the ancestors who built and defended the country, so that today, Tu Luong Xam continues to become a sacred historical site, imprinting national pride, and at the same time adding motivation for Hai An district, Hai Phong city to continue to develop strongly and reach far in the period of innovation.
One of the unique features imbued with the national cultural heritage identity at the Tu Luong Xam Traditional Festival is the traditional procession. The procession brings together 7 processions from 6 wards with temples, communal houses, and shrines worshipping King Ngo Quyen in the district.
Tu Luong Xam Traditional Festival is traditionally held annually from January 16 to 18, and is the largest festival in Hai An district. In 2022, the Ministry of Culture, Sports and Tourism recognized Tu Luong Xam Traditional Festival as a National Intangible Cultural Heritage.
One of the unique features imbued with national cultural heritage identity at the Tu Luong Xam Traditional Festival is the traditional procession.
The procession gathered 7 processions from 6 wards with temples, communal houses, and shrines worshiping King Ngo Quyen in the district. The processions with over 1,000 young men and women, along with elders and people, carried hundreds of sacrificial objects: divine flags, gongs, drums, halberds, eight-sound instruments, dragon pavilions, parasols, eight-signals, and eight-cong palanquins that have been passed down through many generations to show respect for the national hero King Ngo Quyen and contribute to the success of the Tu Luong Xam Festival in 2025.
