Exchanging experiences in digital transformation and festival organization in Thua Thien Hue province

On the afternoon of July 8, the Lao Cai Provincial Delegation led by Mr. Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, had a working session with the Thua Thien Hue Provincial People's Committee to exchange experiences in digital transformation and festival organization.

The Lao Cai delegation included Do Truong Son, member of the Provincial Party Committee Standing Committee, Secretary of the Lao Cai City Party Committee; Sung A Lenh, Deputy Head of the Provincial National Assembly Delegation; Giang Thi Dung, Vice Chairwoman of the Provincial People's Committee; and leaders of a number of provincial departments, agencies and branches.

Sharing experiences in digital transformation, Permanent Vice Chairman of Thua Thien Hue Provincial People's Committee Nguyen Thanh Binh said: The construction of digital government in Thua Thien Hue is having many advantages. To meet the comprehensive transformation, the province has focused on closely following the orientation of the Government and Central Ministries and branches, creating synchronous solutions, linking data of sectors and fields to serve the tasks in implementing digital transformation.

The Standing Vice Chairman of the People's Committee of Thua Thien Hue province affirmed that in order to effectively implement digital transformation, it is necessary to be resolute in directing and organizing implementation. Tasks arising in the management process must be discussed for thorough resolution; there must be general direction on policies, orientations and legal basis for digital transformation. The locality has focused on implementing strong digital transformation in all fields and building smart cities to create momentum for economic growth, better serving people and businesses.

Leaders of the Department of Information and Communications of Thua Thien Hue province share management experience through digital data.

According to the report of Thua Thien Hue province, some of the outstanding results achieved by the locality are: the province has completed 100% of the criteria for developing e-Government according to Resolution No. 17/NQ-CP dated March 7, 2019 of the Government on a number of key tasks and solutions for developing e-Government in the period of 2018 - 2020, with a vision to 2025; has built and completed specialized databases, interconnected and shared with the electronic one-stop system, the national public service portal to serve people and businesses; digitized about 800 database tables of sectors and fields and put them into operation on a shared digital platform for the whole province.

Thua Thien Hue province has built and deployed the Hue-S platform. From the success of the initial on-site reflection service, Hue-S has now been expanded, integrating many more smart urban services and digital government, including the following services: warning notifications; education and training; flood prevention; epidemic prevention; taxi; essential services; healthcare; transportation; services, tourism... People can track all bills on Hue-S, pay for services with just 1 touch without having to install or open any other applications.

Vice Chairwoman of Lao Cai Provincial People's Committee Giang Thi Dung discussed issues of interest related to festival organization and digital transformation.

Regarding festival organization, Hue Festival is the first contemporary festival in Vietnam developed based on a new concept of festival, taking the festival model of famous cities in the world as an organizational model. These are events organized in an urban environment, associated with a market economy and with an organizational technology that is very different from traditional festivals.

Comrade Phan Thanh Hai, Director of the Department of Culture and Sports of Thua Thien Hue province shared his experience in organizing the festival.

After 24 years of organization, Hue Festival has affirmed its brand and become an important cultural and tourism event of a cultural and tourism center of the country. Hue Festival has become a regular meeting place for art troupes from dozens of countries and territories in all 5 continents. The success of the festivals is one of the important driving forces to promote the preservation and promotion of cultural and artistic values; develop services - tourism, economy - society, demonstrating the proactive and creative spirit of the people of the ancient capital.

To clarify the issues of interest, representatives of departments and branches of Lao Cai province discussed with departments and branches of Thua Thien Hue province on the organization of implementation, mechanism building, and policy deployment in digital transformation. Experience of Thua Thien Hue province in developing digital infrastructure, digital data platform, information security; improving the DTI index; promoting the effectiveness of the Smart Urban Monitoring and Operation Center. Experience in building a concentrated software and information technology park in Thua Thien Hue; building models according to Project 06; developing a press and media management platform; managing tourist attractions, historical sites and accommodation establishments on a digital platform...

He requested relevant departments and branches to study, learn, and regularly exchange with departments and branches of Thua Thien Hue province to promptly remove obstacles and advise on the successful organization of this important event.
