Appointment decisions were handed over to two Deputy Ministers of Science and Technology, Pham Duc Long and Bui Hoang Phuong.

With the Prime Minister's appointment of Mr. Pham Duc Long and Mr. Bui Hoang Phuong as Deputy Ministers of Science and Technology, the support staff for Minister Nguyen Manh Hung now has five deputy ministers.

On March 1st, in Hanoi, Nguyen Manh Hung, Member of the Central Committee of the Communist Party and Minister of Science and Technology , presided over the ceremony to announce the Prime Minister's decisions on the transfer and appointment of Deputy Ministers of Science and Technology.

Also attending the event were Deputy Ministers of Science and Technology Bui The Duy, Le Xuan Dinh, and Hoang Minh; representatives from the Central Party Committees; and heads of agencies and units within the Ministry of Science and Technology.

According to decisions 318 and 366 signed on the same day, February 19th, the Prime Minister transferred and appointed two Deputy Ministers of Information and Communications, Bui Hoang Phuong and Pham Duc Long, to the position of Deputy Minister of Science and Technology, for a term of 5 years.

The decisions take effect from March 1st. This is also the day the new Ministry of Science and Technology, formed by the merger of the Ministry of Information and Communications and the Ministry of Science and Technology, officially begins operation.

Deputy Minister Pham Duc Long rose through the ranks of the telecommunications and electronics industry, from a technical employee to the chairman of a large corporation, and later joined the leadership of the Ministry of Information and Communications.

Over the past period, with his innovative thinking, strategic vision, and decisive spirit, Deputy Minister Pham Duc Long has made significant contributions to the transformation of telecommunications infrastructure into digital infrastructure, laying the foundation for the development of the digital economy, digital society, and other related fields.

As a capable and promising young official, Deputy Minister Bui Hoang Phuong previously held many important positions at the Ministry of Information and Communications, and in each position, he overcame challenges.

With his expertise in IT and digital transformation, and extensive practical experience in implementing projects at former units under the Ministry of Information and Communications, Deputy Minister Bui Hoang Phuong is considered to possess the necessary qualities of youth, expertise, and experience, making him one of the young officials of the sector in this new era.

Minister Nguyen Manh Hung's support staff currently includes five deputy ministers: Bui The Duy, Le Xuan Dinh, Hoang Minh, Pham Duc Long, and Bui Hoang Phuong.

The core force in realizing Resolution 57

Recognizing the announcement ceremony of the Prime Minister's decision to transfer and appoint two Deputy Ministers of Science and Technology as an important event for the Ministry, Minister Nguyen Manh Hung also pointed out: This is a great honor and also a great responsibility for the two Deputy Ministers in the development of the new Ministry of Science and Technology, and in the development of science, technology, innovation and digital transformation of the country.

The head of the Ministry of Science and Technology affirmed that the merger of the Ministry of Information and Communications and the Ministry of Science and Technology into the Ministry of Science and Technology marks a significant turning point in the process of streamlining and organizing the apparatus towards greater efficiency and effectiveness. He also noted that the new ministry not only inherits the functions and tasks of the two previous ministries but is also entrusted with additional groundbreaking responsibilities by the Central Government.

Based on an analysis of the tasks of the former Ministry of Information and Communications and the former Ministry of Science and Technology, Minister Nguyen Manh Hung emphasized that with the new Ministry of Science and Technology, the three sectors of science and technology, innovation, and digital transformation are now placed together in a unified organization, creating a synergistic force to drive Vietnam's development faster and stronger in the new era, serving as the main driving force for Vietnam to become a high-income developed country.

With the promulgation of Resolution 57, and the expectations of the Party, State, and people, the tasks of the Ministry of Science and Technology have become much heavier, while the number of leaders in the Ministry remains essentially unchanged. "This requires each member of the Ministry's leadership team, especially the two newly appointed today, to continuously strive with dedication and commitment to excellently fulfill their duties," the head of the science and technology sector stated.

Clearly stating that the new Ministry of Science and Technology will be the core force in realizing Resolution 57, Minister Nguyen Manh Hung said that the new Ministry needs to take the lead in promoting scientific research, technological development, technology application, and the development of innovative models.

According to the Minister, the new Ministry of Science and Technology has core values ​​of "Pioneering - Innovation - Breakthrough - Loyalty - Compassion" and a motto of action of "Setting an example - Discipline - Focus - Breakthrough".

“It’s not just about organizational collaboration, but more importantly, about unity and convergence in thinking, working methods, and a spirit of innovation. We need a new approach, a new mindset to truly create breakthroughs for the industry and the Ministry of Science and Technology,” Minister Nguyen Manh Hung emphasized.

Regarding the two new Deputy Ministers of Science and Technology, Pham Duc Long and Bui Hoang Phuong, Minister Nguyen Manh Hung expressed his confidence that with their youth, extensive experience, professional competence, and high sense of responsibility, the two deputy ministers will work together with the leadership team of the Ministry of Science and Technology in a united and creative manner to lead the new Ministry to strong development and make important contributions to the industrialization and modernization of the country.

Deputy Ministers Pham Duc Long and Bui Hoang Phuong both clearly understand the great responsibilities ahead and are committed to working with the leadership of the Ministry of Science and Technology to effectively implement policies and strategies for the development of science, technology, and innovation, creating momentum for national development.

Deputy Minister Pham Duc Long shared three key tasks that he and the leaders of the Ministry of Science and Technology will focus on in the coming time: stabilizing and reorganizing the organizational structure and human resources to ensure unity and cohesion, creating strength for the development of the Ministry of Science and Technology; consolidating science and technology, innovation, and digital transformation, using science and technology and innovation to create breakthroughs for digital transformation and using digital transformation as an environment to create breakthroughs for science and technology; and continuing to review and improve the institutional framework in the spirit of "addressing obstacles wherever they arise, accelerating progress where delays occur, and accepting controlled risks."

Deputy Minister Bui Hoang Phuong pledged: “In my new position, I will strive my best, unite with the leadership team of the Ministry and the staff, civil servants, and employees of the Ministry of Science and Technology, constantly innovate thinking, improve working methods, with the goal of making science and technology a key driving force for national development, contributing to building an increasingly developed science and technology sector.”
