Human resource constraints cause the "money-making" industry to stagnate, hindering development.

At the Southeast Asia Logistics and Aviation Conference 2023, Mr. Nguyen Cong Luan, Deputy Head of Import-Export Management Department (Department of Industry and Trade of Ho Chi Minh City) said that the logistics industry (goods storage) is being strongly developed by the city.

"In the future, Vietnam will develop logistics according to a multimodal freight transport model, ensuring fast, economical and accurate transportation," Mr. Luan commented.

According to Mr. Luan, Ho Chi Minh City aims to make logistics a key economic sector by 2025, reaching 10-15% of GDP. To do this, the city is focusing on developing infrastructure, human resources and digital transformation in the industry.

Ho Chi Minh City is consulting on building a common database and logistics map for the entire city, focusing on building warehouses, Can Gio international port... but progress is quite slow due to legal and planning problems.

Discussing further on the above issue, Mr. Do Xuan Quang, Deputy General Director of Vietjet Aviation Joint Stock Company, said that aviation infrastructure is one of the obstacles for the aviation industry in particular and the logistics sector in general.

"Our airline plans to have 400 planes here, but where will we park them when there is no more space at the domestic airport?", Mr. Quang wondered.

Not stopping there, the logistics industry is also very alarming. To operate a warehouse at Noi Bai and Tan Son Nhat airports, a lot of people are needed, but the human resources are not enough, there are few people but a lot of work.

Mr. Quang also pointed out that unclear policies on taxes, customs regulations, and customs clearance will hinder the development process in the logistics sector in the coming time.

According to Mr. Quang, statistics from the International Air Transport Association show that air transport has grown at a rate of 5-6% per year, and can even reach 9-10%.

In addition, the volume of goods passing through Vietnam's ports averages 1.4 million tons in the domestic market and 1.2 million tons in the international market. Both markets help our country achieve a total revenue of 4 billion USD/year. However, the market share of domestic air cargo accounts for only 12%, while foreign air cargo is 88%.

Mr. Tran Chi Dung, Head of the Technology and Innovation Department, Vietnam Logistics Services Association (VLA), also said that the shortage of human resources for the aviation industry in particular and logistics in general is very clear. In particular, the force of training facilities such as the Aviation Academy only focuses on exploiting services and has not yet "hit" the economy hard.

"In this field, the association has had to take the initiative in training for the past 15 years. Currently, the country has 300 different training units, divided into 3 groups including exploitation services, passenger services and cargo services, but they have only focused on the most urgent and mandatory programs," said Mr. Dung.

According to Mr. Dung, in reality, to train good commodity human resources, training facilities need to have specialized programs and in-depth teaching. However, that is still a challenge because it requires very high-level capacity of teachers and practice and internship facilities.

This person predicts that in the future, the logistics industry can receive orders of up to millions of tons, requiring facilities to provide specialized training to meet the human resource needs of the freight service industry.
