The Ho Chi Minh City People's Committee has agreed to add a bidding package to survey, evaluate the current status and make an estimate for the Ho Chi Minh City Planning Exhibition Center project.
This bid package is worth 491 million VND, paid from the city budget, the form of contractor selection is shortened bidding.
This bid package comes from the proposal of the project investor, the Project Management Board for Investment and Construction of Civil and Industrial Works.
The reason given by the investor is that the project has been suspended for a long time (from 2018 to present). Currently, the unfinished construction packages have a phenomenon of some work items and damaged equipment, which need to be inspected, evaluated, repaired or replaced to ensure quality.
Previously, the investor also reported additional costs in 16 bid packages, with a total additional value of about 76.9 billion VND.
As the unit participating in the appraisal of the above proposal, the Ho Chi Minh City Department of Construction believes that repairing and replacing (if any) the degraded and damaged items due to the suspension of construction from 2018 to present to ensure quality, as a basis for contractors to continue to carry out the remaining work and complete the project is necessary.
However, the additional cost determined by the investor based on the proposed value of the contractors is about 76.9 billion VND (the additional value does not exceed the total approved project investment), there is no basis for consideration.
"Determining the value of repairing and replacing degraded and damaged items due to the suspension of construction requires an independent consulting unit to conduct a survey, assessment and make a detailed estimate," the Department of Construction proposed.
Regarding the proposal for a consulting package to survey, assess the current situation and prepare an estimate for the arising costs, the Department of Finance assessed that this package does not increase the total investment of the project and the addition is in accordance with regulations.

In May 2014, the Ho Chi Minh City People's Committee approved the project on a prime land plot in Thu Thiem, with a total investment of more than VND 836 billion, with the City Planning Exhibition Center Construction Project Management Board as the investor.
The project started in 2015, including 49 packages, without a general contractor. Many packages were implemented in the form of lump sum contracts. After that, the Ho Chi Minh City People's Committee issued decisions approving project adjustments for the project in 2018, 2020, 2022, 2023.
By 2018, the project had completed the rough construction and started the finishing and equipment installation phase. However, from around June 2018, the project had to temporarily stop construction due to problems in the XL6 package (production and installation of exterior cladding items such as glass walls, facades, ceilings and metal decorative panels).
The reason is that the contractor did not perform the signed contract properly, causing all other bid packages to be stopped due to lack of construction site.
In March 2024, the project was transferred to the new investor, the Project Management Board for Investment and Construction of Civil and Industrial Works, to restart the project. The investor terminated the XL6 package and replaced it with a new contractor.
In the submission dated May 19, 2025, the investor determined that the total value of the work performed at the project to date is worth more than 756 billion VND.
