The school is soliciting donations from parents for air conditioners and a grass playground: The plan has been approved.

The incident at Ngo Thi Nham Primary School, where parents of first-grade students donated 10 air conditioners and parents from the entire school donated artificial turf, with a total value of nearly 270 million VND, is causing a stir on social media.

The complaints stemmed from a post by a parent whose child attends the first grade at this school. According to the parent's post, the school solicited contributions of 300,000 VND per first-grade student to purchase 10 air conditioners worth approximately 100 million VND and 100,000 VND per student for the entire school to build an artificial turf field worth approximately 168 million VND.

The payment for the air conditioner was made in the first installment, and the payment for the artificial turf was made in the second installment.

Responding to a reporter from Dan Tri newspaper , Ms. Hoang Thi Thu Ha, Principal of Ngo Thi Nham Primary School, confirmed that the school did solicit donations of school facilities from parents, but stated that the claim that the donated money was divided equally among students, as some parents had reported, was inaccurate.

Ms. Ha stated that, starting in August, the school had a plan to implement the socialization of education for the 2024-2025 school year, which had been approved in principle by the People's Committee of Ta Thanh Oai commune and the Department of Education and Training of Thanh Tri district.

This plan clearly states that the purpose of the fundraising is to renovate and supplement the school's facilities to meet the learning and holistic development needs of students.

The fundraising target was divided into two groups. The group donating air conditioners consisted of parents of first-grade students. The group donating artificial turf consisted of parents from the entire school.

The sponsorship is in kind. The sponsor will donate 10 air conditioners worth approximately 100 million VND and one artificial turf field worth approximately 200 million VND to the school.

"We publicly posted this plan on the school's website, then discussed it and sought feedback from parents during a meeting between the school and parent representatives from each class."

The school solicits donations in kind rather than cash, therefore it does not impose a mandatory contribution based on an average amount per person.

The minutes of the meeting on September 15th show that 100% of the parent representatives agreed with the plan.

However, on the evening of September 15th, a homeroom teacher for the first grade received a message from a parent disagreeing with the social mobilization plan. Therefore, we have temporarily suspended the plan.

We haven't implemented the plan yet, meaning we haven't installed air conditioners in the first-grade classrooms or built the artificial turf playground.

"The school does not collect any money from parents for this plan," Ms. Ha said.

Mr. Pham Van Ngat, Head of the Education and Training Department of Thanh Tri District, affirmed to a reporter from Dan Tri newspaper : "The policy of socializing education is a necessary and meaningful undertaking, but how it is implemented needs to be reconsidered."

However, after speaking with the school, I learned that they are currently seeking feedback from parents and have not yet implemented this plan."

Mr. Ngat also added that when issuing the socialization plan, Ngo Thi Nham Primary School sought opinions from the Thanh Tri District Department of Education and Training and the Ta Thanh Oai Commune People's Committee, following the guidance of Circular 16 of the Ministry of Education and Training and Official Letter 2999 of the Hanoi Department of Education and Training on guiding the strengthening of revenue and expenditure management for the 2024-2025 school year.

Regarding parents' complaints about homeroom teachers assigning parents to come to school to do their children's daily chores at 5 PM, Ms. Ha stated that this is not permitted.

"At the beginning of each school year, the school instructs homeroom teachers on maintaining the students' daily chores."

It is completely unacceptable for parents in different classes to arrange for someone to clean the classroom so that students don't have to do it, or to have someone else come to school to do their cleaning duties in their children's place.

Upon receiving feedback from parents regarding this matter, the school worked with both the homeroom teacher and the parents, sternly reminding them to prevent a recurrence of the incident.

Following this incident, the school mandated that 100% of classrooms are prohibited from hiring cleaning staff or having parents clean the classrooms for their children.

The school hopes that parents will support and cooperate in educating their children to love work, maintain hygiene, and develop discipline through school routines.

"Parents can rest assured that first-grade students are perfectly capable of doing small tasks like wiping the blackboard, sweeping the floor, watering plants, and cleaning up trash under the guidance of their teachers," Ms. Ha said.

Circular No. 16 of the Ministry of Education and Training on Regulations on Sponsorship for Educational Institutions within the National Education System encourages organizations and individuals to sponsor and support the development of education, strengthen school facilities, and support teaching and learning activities and educational activities at educational institutions.

The circular also clarifies the contents for which donations can be solicited and received, including:

Equipping with teaching and learning equipment and supplies; equipment for scientific research; renovating, repairing, and constructing facilities to support educational activities at educational institutions.

Supporting educational, training, and scientific research activities within educational institutions.

The school does not solicit donations to cover teaching fees; expenses directly related to administrators, teachers, lecturers and staff; security and protection activities; fees for supervising students' transportation; fees for maintaining classroom and school hygiene; rewards for administrators, teachers and staff; and expenses supporting the management of the educational institution.
