Informing VTC News , a representative of the Vietnam Register (VRA) said that according to the new regulations in Circular No. 43/2023/TT-BGTVT, there are 19 cases of motor vehicles with changes that can go directly to the registration unit for inspection without having to carry out the procedure of preparing a design file for the modified motor vehicle.

Of which, there are 9 new cases that are allowed to conduct design safety and environmental protection (ATKT&BVMT) inspection to be granted certificates and inspection stamps similar to regular vehicles without having to conduct motor vehicle acceptance.
These cases include vehicles with changes to the passenger compartment doors (excluding changes in door position and size).
Vehicles that change some of the cargo container structures such as: sealing or changing the structure of the cargo container door; replacing flat sheet metal with corrugated sheet metal or vice versa; adding sheet metal to the roof frame of the covered vehicle without increasing the prescribed height of the cargo container; installing or removing a dust cover for the cargo container of a dump truck.
Vehicles that install, replace or remove the cargo and luggage compartment covers of PICKUP cars but do not change the size of the cargo bed and the overall size of the vehicle.
Vehicle equipped with additional separate fog lights;
Vehicles that replace the front light cluster with a cluster that has been certified or declared to comply with National Technical Regulations without having to modify the vehicle's structure to ensure installation;
Vehicles replace the bulbs in the front lighting cluster with other bulbs of equivalent power consumption without having to intervene or change the structure of the cluster.
Vehicle changes in details and body parts are optional for the vehicle manufacturer but do not change the exterior dimensions of the vehicle, except for the cases specified in Article 6 of this Circular. Installation is carried out according to the recommendations of the vehicle manufacturer or the legally authorized representative of the vehicle manufacturer.
In case the vehicle changes the design of some details of the body such as: front grille, spoiler, it is also allowed to be inspected normally.
In addition, vehicles with additional windshields installed on the roof of the truck cabin, steps, exhaust pipes, decorative belts for headlights and signal lights without changing the exterior dimensions of the vehicle are also on the new list of vehicles allowed for inspection.
In addition to the 9 newly regulated cases, Decree 43 also allows the addition of 10 cases regulated in Circular No. 85 that are allowed to be inspected without having to prepare a design file for the modified motor vehicle.
Cases include practice cars, testing installation or removal of the auxiliary brake pedal by connecting to the main brake pedal through a mechanical actuator lever;
Installing, replacing or removing the cargo and luggage compartment cover of a PICKUP car changes the size of the cargo bed but does not change the overall size of the vehicle.
Dump trucks and tank trucks imported, manufactured, assembled, or modified before November 1, 2014 must voluntarily reduce the volume of their cargo and tank containers to comply with the provisions of Circular 42/2014/TT-BGTVT.
Vehicles that have removed the fuel supply system using liquefied petroleum gas (LPG) or compressed natural gas (CNG) for the vehicle's engine for motor vehicles that have been modified to install an additional fuel supply system (LPG, CNG) and return to only using the fuel supply system of the motor vehicle before the fuel supply system was modified.
Install, replace or remove a roof rack from a passenger car in accordance with the manufacturer's instructions without changing the overall width of the vehicle; Install, replace or remove a roof spoiler on the cab of a tractor;
Install, replace or remove the pump, oil tank and hydraulic piping system of the tractor to drive the cargo lifting system of the dump semi-trailer.
Cases where the vehicle changes the passenger seating arrangement or the cargo loading and unloading doors of the cargo box or the cargo box lining and wrapping materials;
Trucks that add or replace cargo lifting equipment that has a safety certificate from a competent authority or remove this equipment are also allowed to be inspected without having to prepare a design file for the modified motor vehicle.
The last case is a motor vehicle in circulation that has been granted an inspection certificate and inspection stamp before February 15, 2024, with the package size and image consistent with the most recently issued technical safety and environmental protection inspection certificate, but is different in terms of gross weight or cargo bed size.
