Since the beginning of the term, the Party Executive Committee of Tua Chua district has focused on leadership, direction and implementation, achieving many important results; many targets have met and exceeded the targets set by the congress. Notably: Total food output by the end of 2023 reached 103.5%; aquatic product output reached 105%; industrial and handicraft production value reached nearly 103%; average local budget revenue increased by 5% per year, reaching 100% of the target; the poverty rate decreased by over 5.5%. Cultural and social aspects have many positive changes, the quality of education and health care has been improved. Political security and social order and safety are basically stable. Party building and political system building have been strengthened.

Tua Chua district proposed the Provincial Party Standing Committee, the Provincial People's Council, and the Provincial People's Committee to propose to the Ethnic Committee and the Prime Minister to soon approve the adjustment of Muong Bang commune from a commune in area II to a commune in area III. Propose to competent authorities to soon arrange capital to invest in the construction of Nam Seo lake and Chieu Tinh lake; in which, priority is proposed to be given to the Nam Seo reservoir and water plant to serve the water needs for daily life and production associated with local tourism development. At the same time, soon add the list of roads and bridges at the intersection of Huoi Long - Tua Chua town - Xa Nhe - Huoi So - Pe Rang Ky - Song Da - Nam Lot, Nam Han - Nam Cuoi - Can Co commune center - Noong Heo - Seo Leng - Sin Ho town to the list of medium-term public investment projects of Dien Bien and Lai Chau provinces and upgrade it to National Highway 6B. Recommend to competent authorities to soon include Dien Bien 3 pumped storage hydropower project in the VIII power planning in the period 2021 - 2035.

Delegates attending the working session discussed and pointed out a number of limitations, such as: Violations of the law in the field of forest management and protection still occur; the district has no commune meeting new rural standards, the rate of villages and hamlets meeting new rural standards is still low; the situation of early marriage, the mortality rate of children under 1 year old and under 5 years old is high; typical tourism products have not been developed; the completion of the criteria for type V urban areas and the striving to achieve 50% of the criteria for type IV urban areas still face many difficulties; the rate of grassroots party organizations recognized as having completed their tasks well or better has not reached the set target; party cells have not been established in private enterprises.

Secretary of the Provincial Party Committee Tran Quoc Cuong acknowledged the achievements of Tua Chua district in recent times, especially in tourism development. The Secretary of the Provincial Party Committee suggested that in the coming time, Tua Chua district continue to strengthen the management apparatus and unite to build the locality. Focus on developing tourism, agriculture and forestry associated with people's lives as a spearhead in economic development; develop high-quality rice and local advantageous crops, not chasing quantity but focusing on quality. Expand the area, develop Shan Tuyet tea trees but must pay attention to the quality and brand of the products. Build homestay tourism models associated with the national cultural identity in the area.
