When there was no independence and oppression, patriotism meant taking up arms to fight and liberate the nation. Today, in peacetime, that patriotism continues to be nurtured, but is expressed in new forms, including the awareness of obeying the law.
Law is a tool for social management of the State, under the leadership of the Communist Party of Vietnam , and is the institutionalization of the Party's policies. Therefore, strictly complying with and being exemplary in implementing the law is a practical expression of love for the Fatherland in the new era.
For a long time, the concept of "compliance with the law" has often been associated with the cultural category, aiming to encourage the self-awareness and consensus of each individual, thereby becoming a movement and a social trend.
According to the leading report of the Ministry of Justice at the Seminar “Building a culture of law compliance as required by Resolution No. 66-NQ/TW”, “culture of law compliance”, “building a culture of law compliance” are terms mentioned for the first time in Conclusion Notice No. 108-KL-TW dated November 18, 2025 and Resolution No. 66-NQ/TW of the Politburo . This is an important development in awareness, considering law compliance not only as a legal requirement but also as a new shade of patriotic culture in the new era.
Previously, Directive No. 32-CT/TW of the Secretariat clearly stated: "Each cadre and party member must determine that learning and studying the law is a regular task, one of the criteria for evaluating cadres and party members; through exemplary compliance with the law by cadres and party members, we can convince and educate the masses."
This spirit is also emphasized in Resolution No. 27-NQ/TW, which defines the goal of "respecting the Constitution and the law to become the standard of conduct for all subjects in society".
Most recently, at the National Law Portal Opening Forum and Dialogue with Enterprises, Prime Minister Pham Minh Chinh continued to emphasize the need to build a culture of law compliance in the business community. This shows that a culture of law compliance is not only a policy in law enforcement organizations, but also needs to be recognized as a new aspect of culture and patriotism in the new era.

Pham Manh Thang, a student at Thai Nguyen University of Law, said: Compliance with the law is no longer a strange thing, but is closely linked to our daily lives. When students strictly follow the rules and regulations, they not only train their own awareness but also contribute to building a good image of the young generation. Compliance with the law is a demonstration of patriotism.
Mr. Tran Van Quang, Director of a business in Song Cong Industrial Park, Thai Nguyen shared: In business, compliance with the law is a prerequisite for business development. Compliance with the law not only protects the reputation of the business but also contributes to creating a healthy business environment, which is also patriotism.
Mentioning morality and personal character in relation to the nation and people is mentioning the self-respect and affection of that individual for his country. Morality and character can be expressed in many aspects, but certainly no one will consider a lawbreaker as a citizen with character, let alone a patriot.
According to some experts, “law-abiding culture” is not only a part of legal culture, but also a form of self-conscious and internalized law enforcement, considering the law as a system of living values, deeply ingrained in individual thinking, personality and ethics.
Besides, compliance with the law also reflects the value, level, understanding of the law, belief in the fairness that the law brings, along with the attitude of respect and desire to enforce legal regulations in real life.
On that basis, the culture of law compliance is understood as the sum of values, standards, and behaviors of individuals and the expression of respect and voluntary and active compliance with the law. It is a rational love for the Fatherland.
Dr. Nguyen Thi Lan Huong, Hanoi Law University, shared: Compliance with the law is the foundation for a stable and developed society. When each citizen voluntarily complies with the law, we not only protect our own rights but also contribute to building a civilized and prosperous country.
In the days when the whole country is covered with flags and flowers, national pride urges us to strongly spread the spirit of patriotic emulation, arousing the aspiration to develop a prosperous and happy Vietnam. That aspiration originates from the value of law and the culture of law compliance, from the belief in justice as well as the responsibility to join hands to contribute to perfecting the legal system of each citizen and organization in the era of national development.
