1. At the invitation of Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh , Prime Minister of the Republic of Kyrgyzstan Adylbek Kasimalyev paid an official visit to Vietnam from March 6 to 7.

2. This is the first visit by the Head of the Kyrgyz Government since the two countries established diplomatic relations, creating a strong impetus to consolidate political trust and enhance the traditional friendship and good cooperation between Vietnam and Kyrgyzstan.
During the visit, Kyrgyz Prime Minister Adylbek Kasimalyev held talks with Prime Minister Pham Minh Chinh; greeted General Secretary To Lam and President Luong Cuong; met with National Assembly Chairman Tran Thanh Man; laid flowers and visited President Ho Chi Minh's Mausoleum, laid wreaths at the Monument to Heroic Martyrs; and met with representatives of the Vietnamese business community.
3. In a warm and friendly atmosphere, the two sides highly appreciated the socio-economic development achievements of each country in recent times, expressing their delight at the positive and effective developments of the Vietnam - Kyrgyzstan relationship in many fields. Based on the achievements and rich cooperation potential, the two sides affirmed their commitment to further strengthening bilateral cooperation in all fields, towards upgrading the Vietnam - Kyrgyzstan relationship to a Comprehensive Partnership at the appropriate time.
On political and diplomatic cooperation
4. The two sides agreed to increase the exchange of delegations and contacts at all levels, especially at high levels, through all channels between the government of the Kyrgyz Republic and the Communist Party, Government, National Assembly and local authorities of the Socialist Republic of Vietnam. The two sides particularly emphasized the importance of increasing contacts, exchanges and establishing intergovernmental and inter-sectoral cooperation mechanisms.
5. The two sides acknowledged the positive development of inter-parliamentary relations between the two countries, stressing the importance of continuing to strengthen activities within the framework of the Friendship Parliamentarians' Group, promoting contacts between National Assembly deputies to promote cooperation between the two legislative bodies.
6. The two sides agreed to promote political consultations between the two foreign ministries to discuss bilateral relations and international and regional issues of mutual concern, coordinate and consider supporting each other at international organizations and multilateral forums, especially within the framework of the United Nations and other international organizations and forums. The two sides agreed to promote inter-regional connectivity, with Kyrgyzstan supporting Vietnam in strengthening relations with Central Asian countries, and Vietnam supporting Kyrgyzstan in strengthening cooperation with ASEAN and Southeast Asian countries.
7. The two sides agreed to continue to improve cooperation mechanisms and legal frameworks, creating a solid foundation for bilateral relations. The two sides welcomed the signing and approval of cooperation documents and agreements within the framework of the visit.
8. The two sides discussed the international and regional situation. The Vietnamese side informed about recent developments in the East Sea. The two sides stressed the importance of maintaining peace, security and stability, as well as the settlement of disputes by peaceful means on the basis of international law and the United Nations Charter.
9. The two sides support the appointment of Honorary Consuls of one country in the other country to promote bilateral relations.
On economic, trade and investment cooperation:
10. The two sides expressed their desire to promote cooperation in the fields of economy, trade, investment, infrastructure, transportation, industry, agriculture, energy, renewable energy, digitalization and tourism.
11. The two sides agreed to consider establishing a Vietnam - Kyrgyzstan Intergovernmental Committee on economic and trade cooperation in the coming time, creating an important mechanism to promote economic and trade cooperation between the two countries.
12. The two sides highly appreciated the positive results in the implementation of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, contributing to promoting trade exchange between Vietnam and Kyrgyzstan. The two sides expressed their willingness to exploit the advantages of this Agreement to promote bilateral trade in the coming time.
13. The two sides agreed to strengthen the exchange of information on markets, policies and laws, sign cooperation agreements between the Government of the Kyrgyz Republic and the Government of the Socialist Republic of Vietnam and the competent authorities of the two countries, especially the Agreements on economic cooperation, double taxation avoidance, investment promotion and protection and other documents; actively support and create favorable conditions for businesses and local authorities of the two countries to contact, share experiences, establish direct partnerships, especially in areas of potential and strength for both sides such as processing, textiles, agriculture, footwear, wood and wood products, mining, tourism and expand cooperation in the fields of circular economy, green economy, response to climate change; promote trade promotion activities through participation in fairs and exhibitions held in each country in appropriate forms.
14. The two sides expressed their pleasure at the increasing number of Kyrgyz tourists to Vietnam and affirmed their readiness to promote cooperation in the tourism sector, including encouraging air transport or charter flights between the two countries, simplifying travel conditions for each other's citizens, enhancing the exchange of information, experience in developing and training human resources in tourism, and facilitating the promotion of each country's tourism potential.
15. The two sides agreed to continue to coordinate with relevant countries to cooperate in intermodal rail transport, encourage the enhancement of multimodal freight transport to improve efficiency, reduce costs and increase bilateral trade turnover.
Cultural cooperation and people-to-people exchange
16. The two sides affirmed that cultural cooperation and people-to-people exchange play an important role in enhancing friendship and mutual understanding between the people of the two countries, contributing to fostering a rich and sustainable development of bilateral relations.
17. The two sides agreed to promote cooperation in researching cultural and natural heritages of each country, actively consider the possibility of organizing cultural events, festivals, cultural days, and increase exchange activities and delegation exchanges in theater, cinema, music, and sports.
18. The two sides expressed their desire to expand cooperation in the fields of education and human resource training, in the fields and specialties in which both sides have strengths, especially in engineering, tourism and other fields.
19. The two sides affirmed to maintain cooperation to facilitate Vietnamese people in Kyrgyzstan and Kyrgyzstani people in Vietnam to travel, study and work conveniently, serving as a bridge between the people of the two countries, and actively contributing to strengthening bilateral relations.

20. Prime Minister of the Republic of Kyrgyzstan Adylbek Kasimalyev sincerely thanked Prime Minister Pham Minh Chinh and the leaders and people of the Socialist Republic of Vietnam for the warm and solemn welcome. Prime Minister of Kyrgyzstan Adylbek Kasimalyev respectfully invited Prime Minister Pham Minh Chinh to visit Kyrgyzstan at a convenient time to continue discussing orientations and measures to enhance bilateral relations. Prime Minister Pham Minh Chinh thanked and happily accepted the invitation. The time of the visit will be arranged through diplomatic channels.
