To prepare well for the inauguration and groundbreaking ceremony of large-scale projects and works, meaningful to welcome the 14th National Congress of the Party on December 19, 2025, the Prime Minister has issued many telegrams and directive documents assigning specific tasks to ministries, branches, People's Committees of provinces and cities, corporations, general companies, and related units.

According to the report, up to now, the Ministry of Construction has received reports from 10 ministries, branches and 32 localities, of which some ministries and branches have reported but have not yet registered projects to start construction and inaugurate. Regarding the commendation work, the Ministry of Home Affairs has received a proposal from 04 ministries (Ministry of Construction, Ministry of National Defense, Ministry of Finance, Government Office ) and 02 localities (Da Nang City and Cao Bang Province) requesting state-level commendation for collectives and individuals with outstanding achievements in the emulation movement "Promoting modern synchronous infrastructure; practicing thrift, fighting waste"; the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressways" and in the implementation of investment in infrastructure construction of key national projects.

This is an important political event, thereby summarizing the 5-year journey (2021-2025) of implementing the strategic breakthrough in developing synchronous and modern infrastructure according to the Resolution of the 13th Party Congress, affirming the socio-economic achievements that have been achieved and creating new momentum and motivation for the next development stage - marking an important political milestone of the country, welcoming the 14th National Congress of the Party.

The remaining time until December 19, 2025 is not much, in the condition of very urgent progress requirements, a lot of work to be done, to prepare well for the Ceremony and promptly commend and reward collectives and individuals with outstanding achievements, the Prime Minister requested:

Carefully review and continue to register additional projects and works to be started and inaugurated.

1. Ministries, branches, People's Committees of provinces and centrally run cities, corporations and general companies under the Ministry of Finance, ministries, branches and localities strictly implement the Prime Minister's direction in Official Dispatches No. 158/CD-TTg dated September 4, 2025, No. 164/CD-TTg dated September 14, 2025 and Official Dispatch No. 224/CD-TTg dated November 20, 2025, focus on carefully reviewing, continuing to register additional works and projects; review procedures and conditions for inauguration and commencement according to regulations (ensuring criteria on scale and significance) and send them to the Ministry of Construction no later than December 10, 2025.

2. The Ministry of Construction - the standing agency reviews the list of projects and works to ensure the conditions for organizing inauguration and groundbreaking (clarifying the number of projects inaugurated, the number of projects starting construction to ensure criteria on scale and significance), etc.; develops a central report and speech by the Prime Minister; presides over and coordinates with Vietnam Television to develop the Program, general scenario and organize the Program of the Ceremony; reports to the Prime Minister before December 12, 2025.

Prepare all material and technical conditions, organize the inauguration and groundbreaking ceremony.

3. Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities, Chairmen of Boards of Members, General Directors of Corporations and General Companies under the Ministry of Finance, ministries, branches, localities and relevant units shall proactively prepare all material and technical conditions, organize inauguration and groundbreaking ceremonies... for works and projects under their management according to the general scenario developed and organized by the Ministry of Construction and Vietnam Television, ensuring solemnity and economy; proactively arrange funding sources, coordinate with the Vietnam Posts and Telecommunications Group and the Military Industry-Telecoms Group to ensure technical conditions for online connection to all works and projects.

4. The Ministry of Finance shall preside over and work with the Ministry of Construction and relevant ministries, branches, localities and agencies to review and evaluate proposals for rewards for projects that are completed early, save budget and put into effective operation in accordance with the provisions of law and the Government, to be completed before December 15, 2025.

5. Assign Vietnam Television to preside over and direct, coordinate with relevant ministries, branches and localities to develop the Program, script and organize the Program according to the script, broadcast live between the connecting points, coordinate with the Ministry of Construction before December 10, 2025 to report to the Prime Minister.

6. Assign the Vietnam Airports Corporation (ACV) to preside over and coordinate with the investors of the component projects of the Long Thanh International Airport construction investment project - Phase 1, to prepare all material and technical conditions to organize the central bridge point of the Inauguration Ceremony, to start construction of large-scale projects and works, meaningful to welcome the 14th National Congress of the Party according to the general scenario developed by Vietnam Television, ensuring solemnity, efficiency, economy and safety.

Proposal for commendation by the Government and the Prime Minister for collectives and individuals with outstanding achievements

7. The Ministries managing sectors and fields (Construction, Finance, Industry and Trade, Science and Technology, Agriculture and Environment, Health, Education and Training, Culture, Sports and Tourism, etc.), the People's Committees of provinces and cities, based on the Prime Minister's plan and the guidance of the Ministry of Home Affairs, urgently review and propose rewards from the Government and the Prime Minister for collectives and individuals with outstanding achievements, agencies and units with outstanding achievements in implementing the tasks of the State Steering Committee for key transport works and projects, railway projects, energy projects, etc. and implementing projects in the period 2021-2025. This is a very important and urgent task that needs to be urgently focused on to be promptly commended and honored at the Ceremony. The dossier must be submitted to the Prime Minister (through the Ministry of Home Affairs) before December 5, 2025.

8. The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Construction, the Government Office, relevant ministries, branches and localities to urgently review the Government and Prime Minister's commendation proposals for collectives and individuals with outstanding achievements (ensuring balance and comprehensiveness in fields, professions, regions, etc.); promptly appraise and report to competent authorities for consideration and decision to ensure commendation of organizations and individuals at the Ceremony.

9. Assign Deputy Prime Minister Tran Hong Ha to continue to directly direct the preparation, inspection, supervision and organization of the inauguration and groundbreaking ceremonies of projects and works; report to the Prime Minister before December 12, 2025.

10. The Government Office shall preside over and coordinate with the Ministry of Construction to urge relevant ministries, agencies and localities to carry out the tasks assigned by the Prime Minister; promptly report to the Prime Minister and Deputy Prime Minister Tran Hong Ha for direction./.
