Chief Justice Nguyen Van Quang: Strictly handle crimes related to urban land planning, management and use.

On the morning of December 3, Chief Justice of the Supreme People's Court Nguyen Van Quang reported to the National Assembly on the implementation of a number of resolutions of the 14th and 15th National Assembly on thematic supervision and questioning.

Regarding the task of promptly and strictly adjudicating all crimes related to urban planning, management and land use as stated in Resolution 82/2019, Chief Justice Nguyen Van Quang said that this is a sensitive and complicated issue, so the Supreme People's Court has directed courts at all levels to innovate the organization of trials in the spirit of judicial reform.

Courts at all levels have resolved 96.71% of cases and 92.82% of defendants for crimes related to land planning, management and use, exceeding 8.71% of the target assigned by the National Assembly.

Through the trial, measures have been strengthened to ensure the complete recovery of lost and misappropriated assets and recommendations have been made to prevent violations, loopholes in management as well as the causes of crime.

Regarding the task of continuing to guide the unified application of the law; ensuring the rate of trial and resolution of child abuse cases reaches over 90%; and enhancing knowledge and skills training for judges as stated in Resolution 121/2020, he said that this is a request that the National Assembly and public opinion are particularly interested in.

Accordingly, the Supreme People's Court has drafted and submitted to the National Assembly for approval the Law on Juvenile Justice, regularly organized training conferences to answer questions in trial practice to improve knowledge and skills for judges in handling child abuse cases.

Actively coordinate with prosecution agencies to promptly research and resolve cases, try the right people and the right crimes in a timely manner, apply strict punishments, and ensure children's rights.

The courts have resolved 97.82% of cases and 97.54% of defendants; exceeding 7.82% of the target assigned by the National Assembly.

Strict but lenient, humane, especially in cases of wrongdoing but without any element of profiteering.

Mr. Nguyen Van Quang stated that courts at all levels have proactively coordinated with judicial agencies to speed up progress and resolve cases related to COVID-19 prevention and control as stated in Resolution 99 of the National Assembly.

Regarding the task of promptly and strictly adjudicating acts of evasion of social insurance and unemployment insurance payments as stated in Resolution 100/2023, Chief Justice Nguyen Van Quang stated that the courts have focused on protecting the rights of employees affected by enterprises evading insurance payments.

Create conditions for workers to present their requests for violated rights, ensuring fairness and democracy.

The trial is carried out seriously, ensuring strictness, right person, right crime, right law.

The courts have resolved 92.31% of cases and 82.65% of defendants related to social insurance evasion and other fraudulent and profiteering acts.

Regarding the implementation of the task of improving the quality of trials, resolving cases, and increasing resources for court activities as stated in Resolution 109/2023, the Chief Justice stated that in addition to the solutions that have been implemented synchronously over the past years, courts at all levels have focused on doing well the work of mediation and dialogue, limiting the cases from being overdue for settlement according to regulations.

Strengthen coordination with relevant agencies, promptly resolve cases, and ensure that the rate of judgments and decisions annulled or amended due to subjective reasons of judges each year meets the requirements of the National Assembly.

The Chief Justice said that in order to implement the policy of streamlining the organizational apparatus, the Supreme People's Court has submitted to the National Assembly many documents to guide the courts in implementation.

Since July 1, 2025, the three-level court model has quickly stabilized to ensure normal, smooth, and effective operations. The Supreme People's Court is focusing investment resources on regional people's courts.
