On the afternoon of December 3, the National Assembly listened to the presentation and review report on the investment policy for the Vinh - Thanh Thuy expressway construction project.
Presenting the report, Deputy Prime Minister Bui Thanh Son said that the Hanoi - Vientiane expressway section is gradually taking shape, the section passing through Vietnam is about 370km long.
Of which, the section coinciding with the Eastern North-South Expressway has been directed by the Government to be invested in by the Ministry of Construction , to be completed and put into operation in 2025, with a length of 310km; in addition, there is the Vinh - Thanh Thuy Expressway section, 60km long, which has not been invested in.
In that context, the Party and Government are determined to prioritize resources to invest in completing the Vinh - Thanh Thuy expressway section.
Regarding the scope and scale of investment, the project has a starting point at the intersection with the North-South Expressway in the East, Nghe An province; the end point connects to Thanh Thuy Border Gate Economic Zone (Nghe An). The total length is about 60km.
The project proposes to invest in a 4-lane scale; the locations for digging deep, raising the roadbed and bridges and tunnels on the route are 6 lanes; the site clearance is according to the planned scale of 6 lanes. The technical standards meet the highway standards with a design speed of 80-100 km/h.
The investment form is public investment, with a preliminary total investment of VND 23,940.34 billion, using state budget capital allocated from the increased revenue of the central budget in 2024; central budget and local budget for the period 2026-2030.
Regarding project implementation progress, 2025 is the project investment preparation stage, project implementation in 2026, completion of the project and putting into operation and exploitation in 2029.
Based on research and review of specific and special mechanisms and policies decided by the National Assembly for a number of highway projects, railway projects and project characteristics, the Government proposes to allow the application of three mechanisms and policies: Appraisal of the ability to balance capital for the project; on designated bidding; on construction solid waste dumping sites and topsoil of land specialized for growing wet rice.

Presenting the audit report, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai said that according to the road network planning for the 2021-2030 period, with a vision to 2050, the Vinh - Thanh Thuy expressway is about 85km long and has 6 lanes.
However, this phase only invests 60km, with a scale of 4 lanes (the Cua Lo - Vinh section of about 25km has not been invested); therefore, it is recommended to supplement and clarify.
The Committee also recommended a thorough review and selection of the optimal route option, with convenient connections to seaports, airports, industrial parks, tourism, logistics centers, and investment in the construction of a system of rest stops, intelligent transportation systems (ITS), intersections, and synchronous auxiliary works to ensure the project's synchronous investment efficiency.
Basically, it is approved to invest in the project in the form of public investment. There are opinions suggesting to study investment in the form of public-private partnership (PPP), contributing to attracting and mobilizing social resources, reducing pressure on the state budget in the context of the 2025-2030 period when resources must be prioritized for many key projects.
“The Government proposed three groups of special mechanisms and policies for the project. Basically, these special mechanisms and policies have been allowed by the National Assembly to be applied to a number of important national projects in the past. Therefore, the Government's proposal is well-founded,” said Chairman Phan Van Mai.
