VinFuture 2025 Science and Technology Week takes place from December 2-6, 2025 in Hanoi. With the theme “Growing Together - Prospering Together”, this year’s series of annual international events continues to affirm VinFuture’s mission of connecting knowledge, inspiring the desire to serve and elevating Vietnam’s position as a center for promoting science and innovation in the world.
At VinFuture Week, Deputy Minister of Science and Technology Bui The Duy presented many strategic views on the development orientation of artificial intelligence. The Deputy Minister commented that the current context shows that the development speed of artificial intelligence (AI) is far beyond many predictions.

Vietnam first issued the AI Strategy in 2021, but technological changes forced us to update this strategy and develop the AI Law. Deputy Minister Bui The Duy commented that this is not only a legal framework but also a declaration of national vision. AI must become an intellectual infrastructure. This technology will contribute to social welfare and increase national competitiveness.
According to the Deputy Minister, AI is no longer a single application technology but is moving towards the status of an essential infrastructure like electricity or the Internet. Any country that masters AI will have great advantages in economics , governance and security. Vietnam is promoting the construction of a national AI supercomputing center. Along with that, it is developing an open data ecosystem and AI infrastructure towards autonomy. The goal is for AI to become a universal intelligent assistant for people. This contributes to increasing social productivity and expanding access to knowledge.
One of the prominent viewpoints emphasized by the Deputy Minister is the open philosophy. Vietnam develops AI based on open standards. Open data. Open source code. The open spirit facilitates the acquisition of global knowledge and supports Make in Vietnam enterprises to master technology. This spirit also helps build a transparent and safe application environment.
To create a large enough market for domestic AI enterprises, the State will expand AI applications in various fields. The National Technology Innovation Fund allocates a large proportion of resources, including support in the form of AI vouchers for small and medium enterprises. Vietnam aims to consider the domestic market as a place to nurture strong AI enterprises.

According to Deputy Minister Bui The Duy, the important thing is not only the application of AI but also the transformation based on AI. This is the process of restructuring the operations of agencies, organizations and economic sectors based on artificial intelligence. The goal is to create new capacity in management, innovation and production. Vietnam has advantages thanks to its young and tech-savvy population. At the same time, we own a system of digital enterprises called Make in Vietnam, rich data, an ambitious research community and 11 strategic technology groups.
AI opens up breakthrough opportunities but also brings challenges in terms of employment, ethics and social trust. Vietnam develops this technology quickly and safely. Humans are the final decision makers. In the coming time, the Ministry of Science and Technology will announce the National AI Ethics Code and the updated AI Strategy. The consistent viewpoint is risk-based management. Transparency. Accountability. Encouraging domestic AI development. At the same time, AI is considered a growth driver and a factor in protecting digital sovereignty.
According to the Deputy Minister, in the digital age, technology is global but data is local. Therefore, important applications need to operate on Vietnam's AI infrastructure. This is also an opportunity for developing countries to create advantages based on their own cultural characteristics, data and specific needs.
In his concluding remarks, Deputy Minister Bui The Duy acknowledged that the discussions at the seminar had delivered many important messages. AI only serves humanity when it is developed on an ethical and responsible basis. Vietnam has great potential to become a bright spot in the region for responsible AI thanks to its open market and young research force.
He proposed three directions of action. First is to develop AI human resources. From popularizing knowledge to in-depth training for the team of experts. Next is to promote multi-disciplinary cooperation. Scientists. Engineers. Doctors. Lecturers. Policymakers. All need to participate in the process of designing and monitoring AI systems. Finally, to strengthen international cooperation to learn advanced governance models and contribute Vietnam's voice in global forums.
The Deputy Minister affirmed that the Ministry of Science and Technology will accompany experts and businesses in building a safe and humane artificial intelligence ecosystem. He highly appreciated the role of the VinFuture Foundation in creating a forum to connect knowledge and promote international discussions on AI.
The messages shared at the seminar contributed to strengthening Vietnam’s AI development orientation. That orientation is to put people at the center. This is also the path to building a future in which AI becomes a powerful tool but always serves people and for people.
