The legal framework for banking, credit, and bad debt handling activities has been completed; banks have actively promoted digital transformation and promoted cashless payments. However, the monetary and banking markets still face many challenges; credit programs for lending to social housing projects, worker housing, infrastructure investment enterprises, science , technology, innovation, and digital transformation still face difficulties.

Policies and laws on key industries and supporting industries have been amended and improved, but the implementation of a competitive retail electricity market and the allocation of resources to implement policies and strategies on the development of the mechanical industry are still slow; the effectiveness of the fight against smuggling, trade fraud and counterfeit goods has not met requirements, especially in e-commerce.

The planning, management and use of land in urban areas still have many shortcomings; the construction of land databases is still slow; some national technical standards on environmental protection are still lacking, have not been updated and completed; the classification of domestic solid waste still has many problems.
