The sex ratio at birth is high.
According to the People's Committee of Vinh Phuc province, in recent years, population work has been given attention and implemented by the entire political system, all levels, sectors and localities, receiving the support and approval of the people, and has achieved important results, contributing to the socio-economic development of the province.
Public awareness has undergone significant changes. More and more people are having children in accordance with population policies, taking into account age, health, and economic circumstances. The rate of mothers undergoing prenatal screening and newborn screening consistently exceeds targets; population growth is well controlled.
However, despite the achievements, population work in Vinh Phuc still faces some limitations: uneven birth rate reduction across localities, and a lack of comprehensive and synchronized solutions to adapt to the aging population. Although the quality of the population has improved, the pace remains slow, especially with the high sex ratio imbalance at birth at 114 boys per 100 girls.
To address these shortcomings, the People's Committee of Vinh Phuc province requested the Department of Health to take the lead and coordinate with relevant agencies to improve the effectiveness and efficiency of the organizational structure and the quality of the staff working in population affairs from the provincial to the grassroots level, in accordance with Decision 496/QD-TTg dated March 30, 2021.
Strengthen communication on policies, laws, and regulations related to population work, innovate the content and form of communication, focusing on issues of gender equality, gender imbalance at birth, elderly healthcare, prenatal and newborn screening, and pre-marital health check-ups.
The Department of Health, in coordination with other departments and agencies, will advise the Provincial People's Committee to submit to the Provincial People's Council a policy to support population work in the province for the period 2026-2030. This policy will focus on solutions to achieve planned targets and maintain a sustainable replacement fertility rate; healthcare for the elderly and adaptation to population aging; expanding screening, diagnosis, and treatment of certain prenatal and neonatal diseases; pre-marital healthcare; and gradually improving the quality of the population. The policy is expected to be submitted to the Provincial People's Committee in the second quarter of 2025.
Budget allocation ensures the effective implementation of population work.
The People's Committee of Vinh Phuc province has assigned the Department of Planning and Investment to coordinate with relevant units to incorporate population targets into the province's socio-economic development program. It will also coordinate with the Department of Health to advise the Provincial People's Committee to submit to the Provincial People's Council a proposal for allocating public investment funds to ensure the implementation of population-related work.
The Department of Finance is responsible for allocating funds from the State budget to ensure the operation of population-related activities, in addition to public investment funds. At the same time, it is responsible for guiding, inspecting, and supervising the use of funds in accordance with regulations.

The Department of Education and Training and the Department of Labor, War Invalids and Social Affairs direct general education institutions and vocational education institutions under their management to integrate content on population education, reproductive health, gender and sexuality for students in schools, ensuring that the content is appropriate for each educational level and training program.
The People's Committee of Vinh Phuc province also requested the People's Committees of districts and cities to direct specialized agencies in their areas to provide comprehensive services to improve the quality of the population: pre-marital health check-ups for young men and women, prenatal screening for 4 basic diseases, newborn screening for 5 basic diseases, and regular health check-ups for the elderly.
In coordination with the Department of Health and the Department of Interior Affairs, review, strengthen, and streamline the organizational structure and personnel working on population issues, and allocate sufficient resources for population work at the local level.
