On October 24, the Ukrainian military intelligence agency reported that the first North Korean units trained in Russia had been deployed to the Kursk border region.

According to a statement on Telegram , the Ukrainian military intelligence agency said that approximately 12,000 North Korean military personnel, including 500 officers and 3 generals, have arrived in Russia and are undergoing training at 5 military bases.
The announcement stated: "Moscow has appointed Russian Deputy Defense Minister Yunus-Bek Yevkurov to oversee the training and adjustment of the North Korean military."
Meanwhile, Kyodo News , citing a Ukrainian military source, revealed that approximately 2,000 North Korean soldiers are moving to western Russia, bordering Ukraine, after completing their training.
Russia and North Korea have not commented on the allegations. Previously, Pyongyang stated that, regarding military cooperation with Moscow, it "does not feel the need to comment on baseless stereotypes" aimed at tarnishing its image and undermining the legitimate, friendly, and cooperative relationship between the two sovereign nations.
On the same day, during talks with his Polish counterpart who was visiting Seoul, South Korean President Yoon Suk Yeol declared that Seoul "will not stand idly by" in the face of Pyongyang's deployment of thousands of troops to assist Russia in its military campaign in Ukraine.
On October 24th, speaking in Washington, Farhan Haq, deputy spokesperson for UN Secretary-General Antonio Guterres, stated that the world's largest multilateral organization had officially condemned "further militarization of the conflict in Ukraine by any party."
Mr. Haq also affirmed that any violations of sanctions related to North Korea would be subject to the oversight and handling of the UN Security Council's sanctions committee.
During a meeting with Russian President Vladimir Putin on the sidelines of the BRICS summit in Kazan on the same day, Secretary-General Guterres once again emphasized the UN's firm stance on the Russia-Ukraine conflict.
According to him, establishing freedom of navigation in the Black Sea is necessary, not only for the benefit of Ukraine and Russia, but also for global food and energy security.
Earlier that day, President Putin stated that Moscow was ready to consider options for ending the conflict, provided they accurately reflected the actual situation.
