Integrated logistics application links development of the Capital region

Experts suggest that Hanoi should build a shared database, like a transportation and logistics exchange platform, and apply technology to help businesses enhance their competitiveness.

The proposal was presented at the workshop "Promoting Logistics and Linking Development in the Capital Region," within the framework of Techfest Hanoi 2023, on the morning of October 13th.

According to Nguyen Hong Son, Director of the Hanoi Department of Science and Technology, in order to achieve rapid and sustainable development and promote a growth model, Hanoi prioritizes high-tech manufacturing industries and industries with high added value, including logistics. This is considered a key sector in the development strategy for the service, trade, and import-export industries.

The Capital Region has great development potential, but still faces challenges and needs a new direction. Mr. Son hopes that experts will contribute ideas to build a logistics model applicable to the Capital, focusing human resources to find solutions for industry development, infrastructure, technology connectivity, and linkages with other regions.

Dr. Le Thu Huyen from the University of Transport and Communications cited lessons from practical urban logistics models in cities like Regensburg (Germany), Spain, and Bristol (UK) to highlight the common need for distribution centers to build smart platforms, information systems, and operational systems. "Successful urban logistics models all require technological support," she stated.

Ms. Huyen believes that logistics infrastructure is the biggest problem for the Capital Region, with long-distance transport connectivity relying heavily on road transport and multimodal connectivity remaining low. In the context of rapidly increasing demand for freight transport and logistics, the explosive growth of e-commerce, and the lack of connectivity, technology, physical infrastructure, and a fragmented legal framework, these factors become "bottlenecks" for regional logistics services.

Accordingly, Dr. Huyen proposed developing a model of a central hub and logistics center to serve goods distribution, clearly separating long-distance and regional freight needs. This solution is based on an integrated urban logistics model that utilizes applied technology and manages information through a shared database, such as a transportation and logistics exchange platform. "Integrated logistics and urban logistics models can be applied scientifically," she suggested.

Sharing his vision for transformation in the transportation sector, Mr. Do Cong Thuy, from the Vietnam Road Administration, proposed creating digital platforms to connect multimodal transport services and promote digital transformation in transport businesses. He suggested establishing a passenger and freight transport exchange platform by 2030 to enhance connectivity and provide convenient, safe, and reliable transport services. "This solution will help reduce empty vehicle runs, alleviate traffic congestion and environmental pollution, and lower logistics costs," Mr. Thuy stated.

Mr. Thuy also proposed building a centralized data sharing model under the supervision and management of the Government, the Ministry of Transport , and various Departments, Bureaus, and businesses. The management system would operate based on technologies such as artificial intelligence, Big Data, and cloud computing, providing online monitoring tools on a digital map of all vehicles in real time, creating traffic warning maps, vehicle warnings, and driving time alerts.

To achieve this goal, experts also emphasized the role of human resources. Associate Professor Dr. Trinh Thi Thu Huong, Vice President of the Vietnam Logistics Human Resources Development Association, cited data from the General Statistics Office, stating that by 2030 the demand for logistics human resources will reach 1 million, requiring approximately over 54,000 workers annually. A survey by the Vietnam Logistics Services Business Association in July 2021 revealed that there is still a lack of high-quality logistics human resources.

Ms. Huong stated that the Capital Region has many strengths, such as a concentration of universities and colleges, numerous large manufacturing and trading enterprises, and logistics businesses. However, businesses have not truly focused on human resource development and have not shown interest in cooperating with schools to develop plans for meeting the human resource needs of each type of business. This has led to scattered training. Therefore, Ms. Huong believes that the development strategy for some provinces in the Capital Region should prioritize the development of high-quality human resources and support for industries related to logistics.
