To speed up the disbursement of public investment capital, especially in key projects and works, the province first established a special working group for each key project, especially those serving the APEC 2027 Conference, and assigned leaders to be in charge. Participating units innovated their thinking and working methods with the motto of completing each work, associated with the responsibility of the assignor. In addition, the province established 6 working groups headed by Vice Chairmen of the Provincial People's Committee to inspect and urge the construction and disbursement progress, and handle difficulties and problems of investors.
Second, the province develops a detailed plan for project implementation to ensure control of progress milestones; specifying tasks from the preparation step when the project is deployed; clearly defining the responsibilities of the host and coordinating units and individuals participating in the operation.
Third, the province pays special attention to site clearance. Site clearance must be directly carried out by the locality where the project passes through. Boldly propose mechanisms, policies, and creative ways of doing things, and most importantly, there must be attention, direction, and mobilization of the entire political system, social organizations, and the Fatherland Front.
Fourth, the investor must proactively develop a plan, determine the area and source of materials for the project, register to work with each locality, seek opinions from the sectors; at the same time, negotiate and register with the locality that has the source of materials, increase the capacity of the mines in operation... to receive priority support in providing materials for the project.
Fifth, regarding contract performance and advance payments, flexibly adjust and supplement the terms of the agreement from time to time to facilitate payment and promote disbursement according to plan, but must strictly comply with the provisions of the law.
Sixth, review and strengthen the personnel of units directly related to the project implementation process. Regularly review and strengthen the personnel of investors and project implementing entities. Timely reward and encourage collectives and individuals who have excellently completed their tasks; at the same time, remind units and individuals who have not focused on coordination and lack responsibility in handling work under their management functions, sectors and fields.
Seventh, applying information technology in project management and operation. The Department of Construction has been deploying project management, financial management, and BIM software to support project management, design, and construction.
- Reporter: What results has our province achieved in key traffic projects and inter-regional connection routes?
- Mr. Nguyen Ngoc Lan: In the recent period, the local transport infrastructure system has achieved many results. The province has mobilized about 47,430 billion VND, and key projects have been prioritized for investment. Put into use such as expressways and national highways such as: 27km long Lo Te - Rach Soi route, 23km long eastern expressway section Can Tho - Ca Mau, 100km long Chau Doc - Can Tho - Soc Trang , national highways 61, 63, 80, 91, N1... have been upgraded and repaired.
The coastal route with a length of 204km through the area has invested in completing 134km. Provincial roads have been newly built, upgraded and expanded. In particular, many rural roads have been concreted and asphalted. In the 2020 - 2025 term, the province has completed the construction and upgrading of 7,652/9,565km to meet standards, reaching 80% of the total number of kilometers of rural roads.
Regarding the seaport and inland waterway system, the province has implemented investment projects to upgrade ports, inland waterway terminals and sea routes. These include upgrading and expanding Rach Gia Passenger Port, Phu Quoc International Passenger Port, Bai Vong, Vinh Dam, An Thoi Seaport; gradually investing in upgrading and building inland waterway port infrastructure such as Ha Tien, Nam Du, Tho Chau port clusters, etc. and dredging and clearing inland waterways and port entrances. Including marinas and seaplane terminals in coastal and island localities in the province's planning.
Regarding air traffic, Phu Quoc International Airport with the capacity to receive millions of passengers/year becomes an international gateway, making Phu Quoc tourism a key economic sector. Rach Gia Airport contributes to domestic connectivity.
The developed transportation system contributes significantly to economic growth. The province's GRDP growth rate in recent years has been quite good. Tourism in the province, especially in Phu Quoc special economic zone, has boomed thanks to the development of air and sea transport. People in remote areas have more convenient access to medical, educational and cultural services...

- Mr. Nguyen Ngoc Lan: The province speeds up the progress and completes projects serving the APEC 2027 Conference according to the Prime Minister's decision. The province actively coordinates with the Central Government to soon invest or support investment in expressways through the province, upgrade and expand national highways, connecting with the Southern key economic zone and the Mekong Delta provinces... In which, priority is given to developing 2 connecting axes including: Intra-regional vertical axis: Upgrade National Highway 80 connecting the two urban areas of Long Xuyen and Rach Gia, moving towards investing in a new expressway connecting Long Xuyen - Rach Gia. Upgrade and develop National Highway N1 connecting Ha Tien - Tinh Bien - Chau Doc.
Chau Doc - Can Tho - Soc Trang Expressway: The horizontal route connects with provinces in the Mekong Delta, towards Tran De Port. Upgrade the Lo Te - Rach Soi Expressway, and develop the parallel route Ha Tien - Rach Gia - Bac Lieu.
The province resolves the bottlenecks in the transportation system identified in the provincial planning period: Lack of connection from Rach Gia to Ha Tien to Cambodia, lack of coastal axis along the coastal corridor to serve the development of marine economy according to the province's orientation. In addition, bridges on provincial roads and roads have not been invested in and upgraded synchronously.
The province focuses on solving urgent and pressing traffic problems; the need for multimodal transport connections, connecting economic zones, industrial parks and clusters, tourist areas and the system of ports, wharves, and internal traffic between communes; forming a synchronous traffic infrastructure system. Strengthening traffic and transport management capacity, encouraging private sectors to participate in investing in the development and construction of the province's traffic infrastructure.
