On November 6, 2023, the Ministry of National Defense issued Official Dispatch 4267/BQP-TM on selecting and calling citizens to join the army in 2024.

| Priority is given to university-educated citizens joining the military in 2024, enlisting from February 25 to 27, 2024. |
According to Official Dispatch 4267/BQP-TM, the Ministry of National Defense has a number of instructions for localities to receive and hand over military personnel as follows:
- Strengthen the leadership and direction of local Party committees and authorities at all levels, promote the role and responsibility of all levels, sectors, socio-political organizations and the supervision of the people in military recruitment work; direct the effective implementation of propaganda, dissemination and education of laws on military service (NVQS) and regulations on selection and calling of citizens to join the army;
- Have a specific plan and implement a strict, democratic, public, transparent, fair, and legal military recruitment process; ensure the correct location, sufficient quotas, quality, and time for military recruitment.
- Directing the promotion of democracy at the grassroots level, organizing elections and nominations from villages, hamlets, and residential groups to propose male citizens of military service age with good qualities to participate in military service to ensure democracy, publicity, quality, and efficiency.
- Conduct preliminary selection and approval at the commune level strictly and in accordance with regulations; direct public posting at the headquarters of the People's Committee at the commune level and notify each village about:
+ Military recruitment quotas assigned by the district to the commune; conditions and standards for military recruitment; cases of temporary deferment and exemption from military service; list of citizens eligible for military service; list of citizens temporarily deferring military service or exempted from military service; list of citizens eligible for military service; results of health classification according to the conclusion of the Military Service Health Examination Council; list of citizens selected for military service and ready to join the army in accordance with regulations;
+ Focus on selecting citizens who have graduated from universities and colleges with professions suitable to the needs of the Army, and children from ethnic minority areas (under 10,000 people) to create a source of grassroots cadres for the locality; ensure that all communes, wards and towns have citizens to join the army.
+ Note that the age for military service must be 18 years old on the date of military enlistment; minimize compensation and return after military enlistment.
In addition, according to Official Dispatch 4267/BQP-TM, the time for military service delivery in the 2024 military service period is from February 25, 2024 to February 27, 2024.
