Observations along the Dung Quat - Sa Huynh coastal road project, specifically the section passing through Nghia Ha commune, Quang Ngai city, reveal that while some sections have completed the roadbed, many areas are still obstructed by houses belonging to residents who have not yet relocated.

The initial section of the route, from Co Luy Bridge (Nghia Phu) to Nghia Ha commune (Quang Ngai City), is about 3km long. Viewed from above, it resembles a "tangled mess," with interspersed areas of asphalt paving interspersed with houses belonging to residents who have not yet been relocated. Construction has been stalled for many months due to land acquisition issues.
At the bridge over the Vuc Hong River (Nghia Hoa commune, Tu Nghia district), construction is stalled due to a solid house blocking the section connecting to provincial road 623C. To construct the northern bridge abutment, the contractor has to negotiate with the landowner to excavate the foundation pit. Looking down from the bridge, one sees a precarious cliff.
A construction worker said that due to land acquisition issues, accessing the construction site requires navigating through narrow alleys less than 2 meters wide. Vehicles transporting construction materials have to take a detour of tens of kilometers.
Along the southern section crossing the Cua Lo bridge over the Ve River, connecting Tu Nghia and Mo Duc districts, the construction site is deserted, with the section in Duc Loi commune still blocked due to houses and gardens left in disarray. Many local residents said that since March 2024, the contractor has withdrawn all equipment and personnel, leaving the construction site empty.

Viewed from above, the section of the project passing through Duc Loi and Duc Minh communes is chaotic, with many areas where construction is basically complete, and in some sections, houses are blocking the way.
It is known that, in addition to the roadbed, the project includes 6 bridge structures: Nghia Ha Bridge, Khanh Lac Bridge, Vuc Hong Bridge, Tan Quang Bridge, Cua Lo Bridge, and a bridge crossing Provincial Road 627B.
Of that total, the Cua Lo bridge, with a length of over 436m and a value of nearly 726 billion VND, accounts for more than half of the project's total investment. To date, the Cua Lo bridge section has been basically completed, including the bridge abutments at both ends.
Urgent action needed to resolve obstacles and complete the project in 2025.
The Dung Quat - Sa Huynh coastal road project, phase 2a, component 1, has a length of over 13km, passing through Quang Ngai City, Mo Duc District and Tu Nghia District, with an investment capital of nearly 1,200 billion VND, and a construction period from 2019 to 2024.
The project is divided into 19 bidding packages, of which construction package No. 20 was awarded to the consortium of Gia Hung Investment and Development JSC - Trung Chinh Trading and Construction Co., Ltd. - Dong Khanh Construction Co., Ltd. - Truong Thanh Construction and Trading Co., Ltd. - Nam Anh Construction Technology Equipment Co., Ltd.
Although the project was planned to be completed and put into operation in 2024, land acquisition issues have caused delays and the completion date remains uncertain.

According to a representative from the Quang Ngai Provincial Project Management Board for the construction of transportation infrastructure, compensation and land clearance work along the entire route still has 234 plots/207 households with an area of nearly 3 hectares for which the compensation unit has not yet completed the compensation plan. Of these, 151 households are involved in residential land acquisition and require resettlement.
"Overall, approximately 11 out of 12.3 km of land has been handed over, reaching 82%. Among the three localities, Quang Ngai City has the lowest land handover rate, less than 60%. Regarding the five resettlement areas, only three have been completed, while the remaining two areas within Quang Ngai City still lack land clearance. Due to these obstacles, the construction progress of the entire project has only reached about 77%," a representative of the investor stated.
Ngo Van Dung, Director of the Quang Ngai Provincial Project Management Board for Investment and Construction of Transportation Works, requested that Quang Ngai province direct Quang Ngai city to urgently complete the work of determining specific land prices to serve as a basis for compensation and resettlement land allocation. He also requested that the People's Committees of Tu Nghia and Mo Duc districts expedite the approval of compensation plans for the land areas for which specific land prices have already been approved.
At a recent meeting with relevant agencies to find ways to resolve outstanding land-related issues for key projects, including the Dung Quat - Sa Huynh coastal road project phase 2a, Vice Chairman of the Quang Ngai Provincial People's Committee Tran Hoang Tuan requested that localities complete the specific land valuation process to serve as a basis for effective compensation and land clearance.
Quang Ngai province has requested relevant agencies to urgently resolve all land-related obstacles and accelerate progress to complete the project in 2025.
Departments, agencies, and localities should strengthen coordination in the implementation of the project, especially in resolving difficulties and obstacles in compensation and land clearance. At the same time, the Vice Chairman of the province requested a thorough review of the investor's proposals and the submission of solutions to address obstacles in order to accelerate disbursement and ensure project completion in 2025.
