The new law stipulates that the National Textbook Appraisal Council, established by the Minister of Education and Training for each subject, is responsible for the content and quality of the appraisal. The Minister will approve textbooks after the Council deems them satisfactory. Textbooks must specify the curriculum, guide teaching methods and assessment; be free from bias; and be presented in both printed and electronic formats.
Notably, the law abolishes the issuance of junior high school diplomas. Students who complete primary and junior high school will have their completion confirmed by the principal in their school records. For senior high school, only students who take and pass the exams will be awarded a diploma; those who do not take the exam or fail will be issued a certificate of completion to continue vocational training or register to take the exam to obtain a diploma if needed.
