The amended Press Law comprises 4 chapters and 51 articles, adding regulations on removing infringing information and recalling printed journalistic products. A key new point is the clear distinction between "newspapers" and "magazines" to address the issue of "journalism turning magazines into newspapers," while also separating " scientific journals" from other types of media; and the fact that personnel working in scientific journals are not subject to the issuance of journalist cards.
The law tightens the management of journalistic activities in cyberspace and, for the first time, legalizes the use of artificial intelligence in journalism. The content channels of news agencies on social media are defined as a type of journalistic product; the head of the news agency is responsible for the content posted.
The law stipulates that those receiving a journalist's card for the first time must complete a professional training course on professional ethics; the card is valid for 5 years and the scope of issuance is expanded to include cameramen and directors of radio and television programs.
In addition, the Law stipulates the main multimedia press agencies and clarifies revenue sources, including revenue from publishing scientific research articles in scientific journals.
The amended Press Law will take effect from July 1, 2026, while the regulations on the conditions for issuing journalist cards for the first time will apply from 2027.
