[Video] Amending the Law on Personal Income Tax: clear, transparent, creating social consensus

On the morning of November 4, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly listened to the Government's Report and the Economic and Financial Committee's Verification Report on the draft Law on Personal Income Tax (amended).

According to Minister of Finance Nguyen Van Thang, the draft consists of 4 chapters and 29 articles, clearly defining taxpayers, taxable income, tax exemptions and reductions, and tax bases. The tax-free revenue level is adjusted to 200 million VND/year, in line with the Law on Value Added Tax.

The new law adds provisions that income from e-commerce, digital platforms, gold bar transfers, and digital assets are subject to tax; at the same time, it adjusts the progressive tax schedule to 5 levels, widening the gap between levels and reducing budget revenue by about VND 27,400 billion/year.

Family deduction increases from 11 million to 15.5 million VND/month, dependents from 4.4 to 6.2 million VND/month, applied from 2026.

The Economic and Financial Committee proposed a review to ensure fairness among income groups, transparency, clarity and a unified implementation date from January 1, 2026, creating convenience for taxpayers and management agencies.
