Vietnam does not have a separate law on ethnic matters.

The National Assembly's Ethnic Council said that the unit is researching theoretical and scientific basis to propose building a dossier for the draft Law on ethnic areas.

On July 30, at the National Assembly House, Party Central Committee member and Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam chaired a scientific workshop on "Institutionalizing the Party's viewpoints and the 2013 Constitution on ethnic affairs".

Speaking at the opening ceremony of the workshop, Mr. Y Thanh Ha Nie Kdam said that in the process of national development, the Party and State always pay attention to ethnic issues, ethnic work, and perfect ethnic policies to promote all-round development for ethnic minority and mountainous areas, ensure social justice, and gradually narrow the gap in socio -economic development between regions of the country.

Up to now, the volume of policies and laws on ethnic groups is large, relatively comprehensive, covering all aspects of economic and social life and is being continuously improved according to practical requirements.

However, in the process of policy making, law making, and implementation of political tasks, there are still certain existing problems related to the institutionalization of the Party's guidelines and policies, the concretization of the provisions of the Constitution in legal documents, and there is no separate law on ethnic affairs.

At the workshop, Mr. Y Thanh Ha Nie Kdam said that the proposal to draft the Law on Ethnic Minorities has been made by relevant agencies for many years, with many proposals but has not met the conditions to be submitted to the National Assembly for consideration and approval.

Accordingly, the proposed Law Project is being developed in the context of many other laws and sub-law documents containing regulations on policies for ethnic minorities, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions.

Based on the above issues, Mr. Y Thanh Ha Nie Kdam stated that, right from the beginning of the 15th term, the National Assembly Party Delegation assigned the Ethnic Council to continue to carry out research activities on theoretical, scientific, legal and practical bases.

From there, it is the basis for proposing to build a Draft Law on Ethnic Minorities, aiming to fully institutionalize the Party's guidelines and policies, concretize the provisions of the Constitution on ethnic minorities and ethnic policies, comprehensively regulate social relations on ethnicities, and create a legal corridor for the development of ethnic groups and ethnic minority and mountainous areas.
