Vietnam, Russia promote railway connection and speed up negotiations on nuclear power plant construction

(Chinhphu.vn) - On the afternoon of October 27, in Kuala Lumpur, Malaysia, Prime Minister Pham Minh Chinh met with Russian Deputy Prime Minister Alexey Overchuk on the occasion of attending the 47th ASEAN Summit and related summits.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh sincerely thanked the former Soviet Union and present-day Russia for their great support and assistance to the Vietnamese people's cause of national construction and defense.

The Prime Minister expressed his delight at the regular contact between the two countries' leaders, affirming that Vietnam always attaches importance to and prioritizes the substantive development of the Vietnam-Russia Comprehensive Strategic Partnership.

The Prime Minister thanked the Russian Federation's leaders for supporting and sending the Prosecutor General to attend the signing ceremony of the United Nations Convention against Cybercrime hosted by Vietnam (October 25-26, 2025).

Emphasizing the traditional friendship and good feelings that the people of the two countries have for each other, Prime Minister Pham Minh Chinh asked the Russian Government to increase scholarships for Vietnamese students, especially in fields that Vietnam has great demand for, such as basic science and technology and civil nuclear energy.

The Prime Minister requested that the agencies, ministries and sectors of the two countries increase exchanges to find ways to resolve the obstacles and problems in the relationship between the two sides. At the same time, the Prime Minister also requested Russia to further open its market to Vietnamese export goods, hoping that Russia and members of the Eurasian Economic Union would remove threshold protection measures against Vietnamese goods.

Russian Deputy Prime Minister Alexey Overchuk expressed his delight at the two countries maintaining exchanges of delegations at all levels, conveying the Russian leader's thanks to General Secretary To Lam for attending and Vietnam for sending troops to the parade to attend the 80th anniversary of the victory over fascism in Moscow. He also warmly congratulated Vietnam on major celebrations in 2025 such as the 50th anniversary of the Liberation of the South, national reunification and the 80th anniversary of National Day.

Discussing the direction of cooperation in the coming time, the two sides agreed to promote trade cooperation in the direction of ensuring balance, creating conditions for each other's goods to increase market access, especially agricultural products, food and foodstuffs; and strengthen connectivity between the two economies in terms of transportation and infrastructure, including promoting railway connectivity.

Regarding key strategic projects such as the construction of the first nuclear power plant in Vietnam, the two sides agreed to speed up exchanges and negotiations, and soon sign necessary agreements to be able to start construction of the plant as planned.

At the same time, the two sides also agreed to continue promoting people-to-people exchanges, tourism, and enhancing mutual understanding between the two countries. On this occasion, Prime Minister Pham Minh Chinh also asked the Russian Government to create favorable conditions for the Vietnamese community in Russia to stabilize their lives, further develop, and contribute to the bilateral relationship.
