Vietnam will announce an updated AI Strategy and AI Law, marking an important step forward in turning artificial intelligence into essential infrastructure such as electricity, roads, schools, and stations, serving the goals of economic development and digital sovereignty .
The above information was emphasized by Deputy Minister of Science and Technology Bui The Duy at the seminar "AI for humanity: AI ethics and safety in the new era" on the afternoon of December 2.
The event is part of the VinFuture 2025 Science and Technology Week.
AI is the national "intelligent infrastructure"
Speaking at the event, Deputy Minister Bui The Duy affirmed that Vietnam's vision does not stop at viewing AI as a mere applied technology. In the new era, AI is becoming an essential infrastructure similar to electricity, telecommunications or the Internet.
"Any country that masters AI will have a superior advantage in socio-economics and security and defense," said Deputy Minister Bui The Duy.
To realize this vision, Vietnam is urgently building a national AI supercomputing center, developing an open data ecosystem and AI infrastructure towards autonomy.
The goal is to make AI a universal “intelligent assistant” for everyone. This is expected to create a leap in social productivity, giving ordinary people the ability to access knowledge and solve problems that were previously only available to high-ranking leaders.
"Open" philosophy and resources for businesses
To develop core technology and applications, Vietnam is steadfast in its philosophy: Open standards, open data and open source.
According to a representative of the Ministry of Science and Technology, "openness" is the shortest way to access global knowledge, thereby mastering technology and developing "Make in Vietnam" products.
The State pledges to promote the application of AI in government agencies to create product output.
In particular, the National Technology Innovation Fund will allocate 30-40% of its resources, including the form of "AI vouchers", to support small and medium-sized enterprises (SMEs). This policy aims to turn the domestic market into a "cradle" to nurture Vietnamese AI enterprises to mature before expanding to the big sea.
Development strategy: Fast - Safe - Humane
Faced with the ethical and employment challenges that AI brings, Vietnam chooses a balanced approach: Fast - Safe - Humane.
Deputy Minister Bui The Duy said that in the coming time, along with the updated AI Law and AI Strategy, Vietnam will issue a National AI Ethics Code. These documents are built on the following viewpoints:
Risk management by level.
Ensure transparency and accountability.
Putting people at the center - people are always the final decision makers.
In particular, the Deputy Minister emphasized that Vietnam's AI development is defined by the word "and": Harmonious combination of global technology and local data; between international cooperation and technological autonomy; between scientific quintessence and mass application.
"In the digital age, technology is global but data is local. Important applications must operate on Vietnam's AI infrastructure to protect national digital sovereignty," the Deputy Minister emphasized.
Deputy Minister Bui The Duy affirmed that AI is a historic opportunity for Vietnam to break through and become a high-income developed country. With the advantage of 100 million young, dynamic people, an ambitious startup community and the world's 32nd largest economy, Vietnam has all the conditions to move quickly in this era.
The Deputy Minister assessed the seminar as an important stepping stone where policymakers and scientists share perspectives to shape an AI future that best serves humanity.
