According to Deputy Minister Bui The Duy, AI is not only an applied technology, but is becoming an essential infrastructure like electricity, telecommunications or the Internet. Any country that masters AI will have a superior advantage in socio-economics and security and defense.
Recognizing the importance of AI, Vietnam is building a National AI Supercomputing Center, an open data ecosystem and a Vietnamese AI infrastructure towards autonomy, while at the same time implementing comprehensive AI at a rapid pace, making AI a universal "intelligent assistant" for all people to improve social productivity and expand access to knowledge, a step forward that previously only high-ranking leaders had access to.
With the AI development manifesto “Humanity - Open - Safety - Autonomy - Cooperation - Inclusion - Sustainability”, in the process of AI development, Vietnam “steadfastly develops AI technology according to the open philosophy: open standards, open data, open source code” to receive global knowledge, master technology, develop Make in Vietnam and contribute back to humanity and to ensure safety and transparency in AI applications.
To facilitate Vietnamese businesses to develop AI strongly, the government is creating a large enough market for businesses to demonstrate their capabilities. The government promotes the application of AI in industries and state agencies, provides capital to support businesses in developing AI through the National Technology Innovation Fund, and encourages small and medium-sized enterprises to use AI through giving AI vouchers. “With 100 million young, dynamic and tech-savvy people, Vietnam is both a large market and a place to create new AI products; together with 11 strategic technology groups, computing infrastructure, rich data, Make in Vietnam digital businesses and an ambitious startup - research community, we have all the conditions to go fast and strong in the AI era” - Deputy Minister Duy said.
Regarding the ethical, employment and social trust challenges posed by AI, Deputy Minister Duy affirmed: "Vietnam develops AI in a fast - safe - humane direction, in which AI supports humans but humans are still the final decision makers."
This view is reflected in upcoming AI laws such as the National AI Ethics Code, AI Strategy and AI Law, in which AI is managed according to risk levels; transparency and accountability are ensured; human-centered; domestic AI development is encouraged; AI development is developed as a driver of rapid and sustainable growth; and national digital sovereignty is protected based on AI data, infrastructure and technology.
Deputy Minister Bui The Duy believes that in the digital age, technology is global, data is local, developing countries like Vietnam still have the opportunity to grow with advantages in context, culture, data and problems of each country.
