Nghe An Provincial People's Committee has issued Official Dispatch No. 13145/UBND-KT, requesting a comprehensive review and proposing a final solution to avoid wasting resources and improve the efficiency of public investment capital use.
For each project, the People's Committee of Nghe An province requires units to re-evaluate the necessity and effectiveness of investment, point out specific problems and propose appropriate solutions. In case the project is no longer suitable or not feasible, units must propose to cut down items, reduce the scale or determine a reasonable technical stopping point.
This is done on the principle of making the most of the constructed items, avoiding loss and waste of the budget according to Decision No. 2936/QD-UBND dated September 15, 2025 of the Provincial People's Committee. The review contents must be sent to the Department of Finance and specialized construction management departments for synthesis and consultation on handling plans for each specific case.

Review and thoroughly handle 127 public investment projects in Nghe An that are behind schedule.
For projects approved by the district level (before the implementation of the two-level local government model) that are still unfinished or not yet implemented, the People's Committee of Nghe An province requires an assessment of their suitability with planning, investment efficiency and capital balance capacity as a basis for proposing to stop the project, determine the technical stopping point or continue implementation in cases of real necessity.
For projects that have been allocated public investment capital plans for 2025, the People's Committee of Nghe An province requires investors to focus on site clearance, complete procedural documents and speed up construction progress, and at the same time be directly responsible for disbursement progress. The goal is to disburse 100% of the capital plan according to the direction of the Prime Minister , avoiding prolonged delays like in previous years.
The People's Committee of Nghe An province also assigned the responsibility to the Department of Construction, Department of Agriculture and Environment, Department of Education and Training, Department of Industry and Trade, Department of Health, Department of Science and Technology, Department of Culture, Sports and Tourism to develop a handling plan for each project in the list of 127 projects compiled by the Department of Finance, as well as newly added projects. After agreeing on the plan, the departments are responsible for guiding the investor to complete the dossier, appraise and submit to the competent authority for consideration and final settlement, ensuring that the backlog is not prolonged.
With the above move, it can be said that Nghe An province is offering a “strong medicine” to overcome the “bottlenecks” in public investment, unblock capital flows, prevent losses and improve the efficiency of budget use. The drastic direction shows the province’s determination to completely resolve the backlog of projects, creating a foundation to enter a new phase of public investment, more transparent, more disciplined and more effective.
Thoroughly handling unfinished projects not only helps save the budget, but also creates momentum to promote socio-economic development, increases people's and businesses' trust in state management, and is in line with the Government's policy on promoting disbursement and improving the quality of public investment.
