In recent times, Vinh Phuc province has been resolutely implementing the resolutions of the Provincial People's Council on building "Model Cultural Villages" in the province during the period 2023-2030.
Building "Model Cultural Villages" is a major initiative of Vinh Phuc province aimed at realizing the contents of the Resolution of the 13th National Congress of the Party and the Resolution of the 17th Provincial Party Congress on building and developing culture in the new era.
This is also a step towards leveraging the potential and strengths of the locality, attracting resources to serve socio -economic development, improving the material and spiritual lives of the people, and contributing to raising the income and welfare of the people of Vinh Phuc.
According to Mr. Hoang Anh, in the model of exemplary cultural villages, the people play the role of the main actors, both as the implementing force and the beneficiaries of the results. The State plays a supporting and pivotal role with a system of 16 specific policies approved by the Vinh Phuc Provincial People's Council. In the immediate future, during the 2021-2025 period, Vinh Phuc strives to complete 60 exemplary cultural villages, ensuring they do not overlap with the Advanced and Exemplary New Rural Development Program.
The province has set a target of having at least 60 villages built to meet the criteria of "Model Cultural Village" issued by competent authorities by the end of 2030. Specifically, it aims to complete 30 villages by the end of 2025 and 60 villages by 2027, with the following basic characteristics: preserved and renovated spatial structure and landscape architecture, harmoniously combining tradition and modernity; synchronized socio-economic infrastructure; rational economic structure and production organization; a bright, green, clean, beautiful, safe, civilized environment rich in traditional cultural identity; a healthy, rich, and vibrant cultural and spiritual life for the people, deeply rooted in national identity; and a clean, strong, and self-governing political system.

Guided by the principle of placing the people as the subject, center, and beneficiary, model cultural villages prioritize comprehensive and sustainable development in economics, culture, society, environment, and national defense and security; maintaining ecological balance, harmony with nature, and national cultural identity; ensuring that people have stable, prosperous, and happy lives.
Thanks to this, the implementation of the "Model Cultural Village" project has received strong determination from the entire political system and the consensus of the people. After nearly 10 months of implementation, all villages and residential areas building "Model Cultural Villages" have completed the investment in community cultural and sports facilities, achieving at least over 50% of the criteria for building a "Model Cultural Village". Cultural and artistic activities, physical education and sports, and the promotion of education and talent development are taking place actively and regularly. The people have contributed more than 35 billion VND, donated tens of thousands of square meters of land to build cultural and sports facilities and roads, and contributed thousands of days of labor to build infrastructure and improve environmental sanitation.
People have registered to implement 93 business models in service and trade; 14 homestay and farmstay models and one community tourism destination; 22 production garden models; 100% of districts and cities have disbursed loans to more than 540 households through the Social Policy Bank with a total amount of nearly 100 billion VND.
In the model of exemplary cultural villages, the people play the role of the main actors, both as the implementing force and the beneficiaries of the results. The initial achievements have contributed to integrating positive traditional values with the development of tourism, services, traditional crafts, and agricultural products. This has awakened and fostered the positive spirit, self-governance, and creativity of the people, thereby improving their income and contributing to a stable and progressively developing economic life. Such livable village models are being and need to be further replicated.
