Speaking at the meeting, General Secretary and President To Lam highly appreciated and welcomed the Vietnam Civil Servants' Trade Union for promoting its role in directing the propaganda, dissemination, organization, launching and implementation of patriotic emulation movements among cadres, civil servants, public employees and workers; affirming that in recent times, the movement "Good advice, good service" has become a catalyst to promote the successful completion of political tasks in each agency and unit; contributing to improving public service ethics, building a team of cadres, civil servants, public employees and workers who truly meet the requirements of the tasks in the new period. Through the extensive implementation of the movement "Good advice, good service" nationwide, thousands of advanced models have emerged, of which 150 comrades were honored today as exemplary models of the movement.

Expressing his emotion when knowing that many cadres, civil servants, public employees and workers, despite their low income and difficult life, have strived to overcome all challenges, resolutely overcome temptations, worked with a high sense of responsibility, practiced integrity, impartiality, transparency, respect for the law, maintained public ethics, and were loved and trusted by colleagues and people, the General Secretary and President emphasized that the comrades being commended are also advanced examples of studying and following Ho Chi Minh's ideology, morality and style, and are pioneers in implementing Uncle Ho's Testament.
On behalf of the Party and State leaders, the General Secretary and President commended and congratulated the Vietnam Civil Servants' Trade Union for successfully organizing and implementing the movement and 150 advanced models in the movement "Good advice, good service".
The General Secretary and President pointed out that the Resolution of the 13th National Party Congress sets the strategic goal that by 2030 our country will be a developing country with modern industry and high average income; by 2045 it will become a developed country, following the socialist orientation, with high income. That is the aspiration of the entire nation and also the implementation of President Ho Chi Minh's testament: "The entire Party and people unite to strive to build a peaceful, unified, independent, democratic and prosperous Vietnam, making a worthy contribution to the world revolutionary cause". Our country is at a time of acceleration, breakthrough, and early completion of the targets of the 13th National Party Congress. The entire political system is highly focused on successfully organizing Party Congresses at all levels, towards the 14th National Party Congress; and well organizing the summary of 40 years of national renovation.
Building a team of cadres, civil servants and public employees with adequate qualities, capacity, prestige, true professionalism, integrity, discipline, order and public ethics, wholeheartedly serving the Fatherland and the people, always putting the interests of the Party, the nation, the people above all else.

In the coming time, the General Secretary and President requested to maximize internal resources and take advantage of external resources, in which human resources are the most important internal resources, building a team of cadres, civil servants and public employees with sufficient qualities, capacity, prestige, true professionalism, integrity, maintaining discipline, order and public ethics, wholeheartedly serving the Fatherland and the people, always putting the interests of the Party, the nation, the people above all and first.
The General Secretary and President believes that under the leadership of grassroots party organizations, trade unions and professional agencies will always create an environment that combines collective education and training with promoting initiative and self-awareness in training and cultivating individuals, creating a strong force and a team of cadres with sufficient capacity and qualities to meet the requirements of tasks in the new situation.

Recalling President Ho Chi Minh's teachings affirming that cadres, civil servants and public employees are servants of the people, must do their utmost to do what is beneficial to the people, must avoid what is harmful to the people; must love and respect the people, the General Secretary and President emphasized that Uncle Ho's viewpoint has become the philosophy of leadership, administration and implementation of public duties, in which the responsibility and obligation of leaders, cadres, civil servants and public employees is to serve.
Therefore, in daily tasks and work, from advising on macro policies and strategies to specific administrative and service tasks, each person must love and listen to the people, wholeheartedly worry, be concerned and determined to promptly, thoroughly and effectively resolve issues arising related to people's lives and livelihoods and the difficulties of organizations and businesses. One must put oneself in the position of the people when advising, proposing policies and strategies or resolving administrative procedures.

The requirements for national development in the context of globalization and the Fourth Industrial Revolution, based on digital transformation, green transformation and knowledge-based economy, require cadres, civil servants, public employees and workers to be truly dynamic, innovative and creative. To innovate, dare to think, dare to do, dare to take responsibility, cadres, civil servants and public employees must constantly practice political mettle; firmly grasp policies, laws; constantly improve knowledge, renew thinking and vision; be dedicated, concerned and passionate about assigned work and tasks; have a spirit of lifelong self-study, always update knowledge and develop skills to meet the requirements of the new situation.
To promote innovative thinking and creativity in personnel work, Party committees at all levels and collective leadership, the General Secretary and President require leaders to properly evaluate cadres, truly care about encouraging, planning, promoting, encouraging, and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good. Focus on overcoming the situation where a number of cadres, civil servants, and public employees avoid, push back, are indifferent, insensitive, work perfunctorily, roughly, ineffectively, are afraid of making mistakes, afraid of responsibility in performing public duties; do not dare to advise, do not make decisions, do not dare to face difficulties in performing assigned tasks.

From the very encouraging results of the movement "Good advice, good service", the Vietnam Civil Servants' Trade Union and trade unions at all levels nationwide need to continue to widely deploy patriotic emulation movements, campaigns and studying and following Ho Chi Minh's ideology, morality and style among cadres, civil servants, public employees and workers.
The General Secretary and President hopes that the comrades who have been commended and the trade union cadres will continue to train, strive, overcome all difficulties, successfully complete all assigned tasks, create many new products and new achievements, serve the cause of national construction and development, become inspiration and motivation for the entire team of cadres, civil servants, public employees, and workers in the whole country so that each agency, unit and the country will have many typical examples, many cadres, civil servants, public employees, and workers who "have good advice and serve well".

The General Secretary and President affirmed that the Party and State will continue to pay attention to perfecting institutions, researching and innovating policies and regimes, and creating a favorable environment for cadres, civil servants, public employees, and workers to work and contribute.
Based on the policy in the Resolution of the 12th Congress of Vietnam Trade Union in 2018, the Executive Committee of the Vietnam Civil Servants' Trade Union concretized the movement "Good advice, good service" in Resolution No. 04/NQ-CĐVC dated August 16, 2019.
After 5 years of implementation, the movement has penetrated deeply into the grassroots, and has been responded to and implemented by a large number of cadres, civil servants, public employees, and workers through specific, practical, and effective actions in each agency and unit. "Good advice, good service" along with other emulation movements and campaigns have created great changes in the contingent of cadres, civil servants, public employees, and workers nationwide in terms of professional quality, spirit, service attitude, and completion of increasingly heavy and complicated workloads.
From the movement, tens of thousands of typical examples of collectives and individuals "Good advice, good service" have emerged, among which, 150 typical examples present today are exemplary examples. Among the 150 typical examples honored this time, there are 84 delegates from ministries and branches and 66 local delegates; the oldest delegate is 60 years old, the youngest delegate is 30 years old.
