On the afternoon of October 16, comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired a working session of the Provincial Party Standing Committee with the Provincial Party Committee's Organizing Committee on the results of Party building and organization work from July 1, 2025 to present, and key tasks in the last months of 2025.

Attending the meeting were comrades: Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee; Ma The Hong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee; Tran Quang Minh, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee; leaders of the Provincial Party Committee's Organization Committee and representatives of a number of relevant departments, agencies and branches.

Since the beginning of the year, the Provincial Party Committee's Organizing Committee has proactively advised the Provincial Party Committee's Executive Committee and Standing Committee to synchronously and promptly deploy the Central's policies, conclusions and directions on innovation, streamlining the apparatus, and streamlining the apparatus to be more effective and efficient. Notably, it has advised on completing on schedule the requirements for merging administrative units of Tuyen Quang province and Ha Giang province, ending district-level activities, and reorganizing commune-level administrative units; advised on implementing the 2-level local government model from July 1, 2025 according to the roadmap; advised on issuing over 100 documents, focusing on 17 projects on apparatus organization and personnel plans at commune and provincial levels.

At the same time, advise on the appointment of Party committees of subordinate Party organizations and assign and perfect the leadership of agencies, departments, branches and communes and wards to ensure that localities and units stabilize their organizations and start operating immediately, without interruption or gaps when implementing the 2-level local government model.

The Provincial Party Committee's Organizing Committee has also proactively advised on the preparation of party congresses at all levels towards the 14th National Party Congress in a synchronous and comprehensive manner in terms of content, personnel, organization, and service for the Congress; promptly adjusted arising issues, contributing to ensuring that the preparation work for party congresses at all levels is suitable to the new context and new requirements, associated with the good implementation of regular tasks of consolidating and improving the leadership capacity and fighting strength of grassroots party organizations and improving the quality of party members.

The Standing Committee of the Provincial Party Committee also listened to reports on the planning, arrangement and placement of cadres, especially commune-level leadership positions; the implementation of regimes and policies for cadres after the arrangement of administrative units, the operation of two-level local governments; the issuance of party membership cards; electronic party member handbooks; operating conditions and digital transformation in Party agencies...

Concluding the working session, Provincial Party Secretary Hau A Lenh acknowledged and commended the efforts and achievements of the Provincial Party Committee's Organizing Committee in the past time, in the context of the province implementing a 2-level local government model, with a large workload and high requirements for progress and quality.

The current situation requires each cadre of the Party's Organization sector to always update knowledge, implement directive documents to ensure correct procedures; minimize errors, these are very high requirements. The tasks in the coming time are very large with many stages and many tasks related to personnel work. Therefore, the comrade requested that cadres and Party members of the Organization sector must have a firm grasp of the Party's policies and guidance regulations from superiors to advise correctly, accurately, promptly, and without errors. On the basis of the guidance, it is necessary to institutionalize, concretize, and review inappropriate contents to advise the Party Committee in a timely manner.

The work of organizational apparatus and personnel work always plays a key role, has special significance, requires unity, comprehensiveness, and must have a strategy for construction and development. Therefore, the Provincial Party Committee's Organization Board continues to review and carefully evaluate job positions, ensuring the arrangement, mobilization, and use of cadres in accordance with their capacity, strengths, and task requirements; at the same time, doing a good job of forecasting, grasping the situation of cadres, effectively serving the work of planning, training, fostering, and appointing.

The Provincial Party Secretary also highlighted the strategic significance and role of cadre planning, considering this an important step in building a team of cadres at all levels with vision, courage, capacity, and prestige, meeting immediate and long-term requirements. In the process of arranging and transferring cadres, it is necessary to focus on selecting cadres who dare to think, dare to do, dare to take responsibility, dare to contribute and dare to sacrifice for the common good.
