Social housing construction must diversify segments

On August 16, in Hanoi, Prime Minister Pham Minh Chinh chaired a conference to review the implementation of social housing development targets in the first 7 months of 2025 and the implementation plan for the last 5 months of 2025.

Attending and chairing the Conference were Deputy Prime Minister Tran Hong Ha, representatives of relevant ministries, branches and agencies. The Conference was connected online to all localities nationwide.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that throughout the process of rapid and sustainable development of the country, the Party and State have determined not to sacrifice social progress, social security, and the environment for mere growth; not to let anyone go hungry, lack clothing, lack housing, lack medical examination and treatment, or lack a place to study.

In particular, ensuring that every citizen has a place to live and settle down is a big issue. Along with the investment of the State, with the motto "those who have merit help those who have merit, those who have property help property, those who have little help little, those who have much help much, those who have everything contribute", up to now, we have completed the housing solution for people who have contributed to the revolution and are effectively implementing the elimination of temporary and dilapidated houses nationwide; completing 5 years ahead of the original target.

The Prime Minister stated that ensuring that every citizen has a place to live is a program of profound human significance, not only a responsibility and obligation, but also a command from the heart, national love, compatriot love, and national solidarity. The Prime Minister has approved the investment project to build at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period, and recently added the target of cadres, civil servants, and public employees facing housing difficulties, of which 100,000 apartments must be built by 2025.

The Prime Minister has assigned the target of 995,445 apartments for localities to complete in the 2025-2030 period; of which 100,275 apartments will be completed in 2025.

According to the Prime Minister, up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 apartments. Of which, 146 projects have been completed, with a scale of 103,717 apartments; 144 projects have started construction, are being implemented with a scale of 127,261 apartments; 402 projects have been approved for investment policy, with a scale of 402,581 apartments. Thus, the number of projects completed, started construction, and approved for investment policy by 2025 reached 59.6% compared to the target set in the Project, which is to invest in the construction of about 1,062,200 social housing apartments by 2030.

The initial results are encouraging, but to complete the project's goal, including completing the construction of 100,000 social housing apartments by 2025, there is still much work to be done. The Prime Minister requested to perfect the institutions and implementation methods, mobilize the participation of the entire political system, mobilize resources and the participation of the whole society in building social housing.

The Prime Minister noted that the construction of social housing must be diversified in segments and forms of purchase and hire-purchase; social housing must ensure essential infrastructure for transportation, electricity, telecommunications, water supply and drainage, environmental sanitation, cultural infrastructure, healthcare, education, etc.
