Within the framework of Techfest Vietnam 2025, in Hanoi, on the afternoon of December 13th, the National Center for Startup and Innovation Support (Department of Startups and Technology Enterprises, Ministry of Science and Technology) organized the workshop "International Cooperation in Training Human Resources Based on Technology Platforms".

The workshop serves as a forum for experts, training organizations, startups, and students to discuss the future of innovative entrepreneurial human resources; promote the formation of an ecosystem for developing entrepreneurial human resources; and enhance creativity, adaptability, and the effective mobilization of resources for entrepreneurial human resource development.

The workshop was attended by representatives from organizations such as: the Ministry of Science and Technology , the Community in Techfest Vietnam 2025, Success Academy, Amity University (India), etc.

At the workshop, with the aim of finding sustainable human resource development solutions for startups in the innovation era, delegates and speakers engaged in frank and serious discussions on topics such as: The future of human resources in the AI ​​era - opportunities and challenges; Startup incubation models at Amity Innovation Incubator (India); Training and incubation models for young entrepreneurs at the Success Academy and Vietnam Innovation Hub; The necessity and experience of innovation and entrepreneurship for the elderly; What do startups need from the young generation of Vietnamese human resources?

Sharing his views on the current state and trends of the workforce for startups in the new era, Dr. Vu Viet Anh, Head of Martech Village and General Director of the Success Academy, stated: The era of growth doesn't begin with technology, but with people who are properly trained, properly connected, and given the right opportunities. However, to achieve this effectively, schools need to raise their training standards to international standards . For example, we shouldn't just focus on theoretical training, but also on skills, attitudes, and knowledge, especially digital skills, within the school system.

Furthermore, for businesses, this is a crucial factor in ensuring that the recruited personnel possess genuine educational qualifications, meeting the employer's needs. Businesses seeking a skilled workforce based on technology and aligned with practical requirements should collaborate with schools and training institutions to develop curricula.

Furthermore, businesses should sponsor scholarships and provide technological equipment so that students can learn and practice right at the school. When students graduate, the sponsoring businesses can recruit this talented and experienced workforce. In addition, scientists and facilitators must be capable individuals who can lead, guide, and transfer core technologies—their research findings—to businesses and universities.

“Our aspiration is that by 2035, Vietnam will become a technology workforce hub of ASEAN, requiring approximately 10 million digital technology workers, 1 million information technology workers, 150,000 semiconductor technology workers, and 200,000 digital agriculture workers. To achieve this goal, 80% of high school students must learn a trade while still in high school and be able to find employment immediately after graduation…”

When discussing the role of associations (professional social organizations) in developing human resources for innovative startups, Dr. Do Nguyen Hung, Head of the Edtech Community, National Techfest, and Deputy Secretary General of the Vietnam Automation Association, stated that there are five key elements associated with current national policies and programs related to this issue: bridging policies, markets, and expert teams; establishing professional and competency standards for startup human resources; organizing training, development, and mentoring for startup teams; building soft infrastructure and networks for the human resource ecosystem; and fostering a culture of innovation linked to professional ethics…

To effectively implement the above-mentioned contents, according to Dr. Do Nguyen Hung of the Ministry of Science and Technology, ministries and sectors need to institutionalize the role of professional associations in the innovation and startup ecosystem. When developing the program, it is necessary to build upon Project 844 after 2025, Resolution No. 57-NQ/TW of the Politburo, and the Innovation Program until 2030. Specific tasks should be assigned to associations in components related to human resource development, professional certification, and market connection. Associations should participate in commissioning and implementing science and technology and innovation tasks linked to the needs of businesses and members…

In the process of developing high-quality human resources, especially in this era of rapid development, the element of international exchange and cooperation cannot be overlooked. Regarding this, Mr. Ojasvi Babber, Director of the Amity Innovation Incubator (Amity University, India), shared: At Amity University, the startup incubator model is implemented with many teachers who both impart knowledge and provide guidance and advice to startup models in various fields. In addition, the institution invests in infrastructure with modern laboratories, meeting rooms, and programming facilities; and develops necessary technological platforms (apps, technological devices) for the incubator, connecting it with startup businesses. This is accompanied by support services including legal, technical, and media support, as well as training programs in fields such as Edtech, Fintech, and Medtech.

During the in-depth panel discussion on "International Cooperation in Human Resource Training Based on Technology," participating delegates engaged in serious and responsible discussions and proposed several key solutions for guiding and developing this human resource in the future, such as: Strengthening connections between universities, businesses, and startup support organizations; raising awareness of the role of creative human resources in the knowledge economy; and developing a startup human resource ecosystem, with a focus on building and adapting to a startup culture…

Within the framework of the conference, delegates heard presentations and announcements about the "DreamSeed Fund" scholarship fund; witnessed signing ceremonies for cooperation on human resource development based on technology, such as: the signing ceremony between the Success Academy - Vietnam Innovation Hub - Amity University; between the Beauty Technology Community and related partners...
