Building model wards in Nghi Son town.

The People's Committee of Nghi Son town has been mobilizing the entire political system and assigning tasks to each department and office regarding the responsibility of guiding the construction of model communes and wards. The town's goal is to successfully build two model wards (Tan Dan and Hai Linh) in 2024. By 2025, four more wards – Hai Chau, Hai Hoa, Binh Minh, and Hai Ninh – will become model wards.

Tan Dan Ward has completed 8 model criteria.

Located in the northern part of the town, Tan Dan ward has a convenient transportation system with many ongoing projects. In recent years, the local political, economic , and social situation has developed stably, and the people's living standards have continuously improved, with an average per capita income of 60 million VND in 2023.

The peach cultivation model in Ho Trung residential area, Tan Dan ward, brings high income, contributes to improving people's lives and creates more jobs for workers.

In particular, following the New Rural Development campaign, the civilized urban area has transformed the appearance of the homeland as well as the material and spiritual lives of the people. Chairman of Tan Dan Ward People's Committee, Lam Ngoc Duy, stated: “Since implementing the goal of building a model ward in 2021, the Party Committee, government, and Fatherland Front of the ward have carried out propaganda and mobilization work, clearly stating the purpose and significance of the criteria for building a model ward. Along with that, the locality has also launched emulation movements to build model, modern, bright, green, clean, and beautiful residential areas and wards, aiming towards building a green and smart city, informing agencies, units, businesses, residential areas, officials, Party members, and the people so that they can participate in the emulation.”

Local authorities are continuing to promote and encourage people to keep the streets clean and beautiful.

In implementing the plan, Tan Dan ward focused on and closely followed the 8 model criteria according to Decision 09/2019/QD-UBND of the Provincial People's Committee. Regarding the poverty reduction criterion, in response to the movement "The whole country joins hands for the poor, leaving no one behind," the ward People's Committee developed a plan to implement poverty and near-poverty eradication; and simultaneously mobilized resources to implement poverty reduction livelihood projects, with a capital of 220 million VND. To date, the employment rate for people of working age has reached 98%; of which, the rate of trained workers has reached 78%.

The OCOP products "Ngoc Hoan Strawberry Wine and Ngoc Hoan Fruit Juice Concentrate" of Hoan Ngoc Transport Co., Ltd., located in Hai Linh ward, are establishing a foothold in the domestic market and aiming for export.

The ward's administrative reform efforts consistently rank among the top in the town. The Party Committee, People's Council, and People's Committee of the ward have identified this as a breakthrough in improving the effectiveness and efficiency of state management. The unit has directed the development of a "Friendly Government, Serving the People" model; and has rectified civil servants to effectively implement the "5 Knows," "3 Don'ts," and "4 Demonstrations." To date, 26 areas with 186 administrative procedures have been publicly posted and resolved promptly, with over 90% completed ahead of schedule.

In particular, many "exemplary models" implemented by the Vietnam Fatherland Front, the Women's Union, the Farmers' Association, the Veterans' Association, the Youth Union, the Ward Police, and the Ward People's Committee have yielded important results, contributing to the completion of the 8 exemplary criteria. Typical examples include the Vietnam Fatherland Front with two self-governing models on environmental protection in Ho Thinh and Minh Son residential areas, and one self-governing model on security and order in Ho Trung residential area. Notably, in 2022 and 2023, the Ward Fatherland Front actively mobilized the people to donate land to expand traffic routes. 24 households donated 1,500 square meters of land to expand the road from Ho Trung to Road 512. The unit also coordinated with member organizations to mobilize the people to socialize the construction of exemplary roads, linked to the campaign to build "exemplary residential areas and wards".

The development of resort tourism models with integrated facilities is encouraged to maximize the tourism potential of Hai Linh ward.

For example, the Women's Union of Tan Dan ward has successfully implemented models such as "Building the modern Tan Dan woman: patriotic, compassionate, self-reliant, strong, and aspiring to excel," linked to studying and following the thoughts, morals, and style of Ho Chi Minh; carrying out the campaign "Building a family with 5 no's and 3 clean's," projects like "Millions of gifts, sharing love"; "Tree planting festival - forever remembering Uncle Ho"; model activities such as "Turning waste into money," "Clean house, clean alley, clean street"...; the Youth Union with the small-scale project model "Red Scarf House"; the Veterans Association model of self-managing road sections, clean gardens, and beautiful houses; and the ward police with the model "Surveillance cameras linked to ensuring security and order." From a low starting point as a young ward, Tan Dan ward has now completed 8 model criteria.

The movement for physical exercise and sports, aimed at improving morale and health, has spread throughout all residential areas.

Similarly, to build a model ward, the Party Committee of Hai Linh ward issued a specialized resolution and action plans and programs, and established committees to build model ward titles in each residential area. These committees conducted reviews, compiled statistics, and developed specific implementation plans; they also organized Party branch meetings to draft resolutions and People's meetings for Party members and the people to participate in discussions and provide input on implementing the criteria...

According to the Chairman of the People's Committee of Hai Linh Ward, Le Ba Hai, the ward's model ward criteria have shown positive progress. Currently, the number of working-age people employed in the ward is 3,556 out of 3,672, reaching nearly 97%; all schools meet national standards; the rate of trained workers reaches 75%; and the rate of people participating in health insurance is over 97%. The People's Committee of the ward has implemented public, transparent, and complete administrative procedures, resolving administrative procedures for organizations, individuals, and citizens in accordance with the correct process; and has exemplary models of administrative procedure reform. In particular, in the last three years, the ward has continuously achieved the title of "Safe in security and order"; 9 out of 10 agencies and residential groups have been recognized as achieving cultural standards. 5 out of 7 residential areas have been recognized as "Model Residential Areas," with increasingly green, clean, and beautiful residential landscapes and environmental sanitation; and guaranteed security and order. In particular, the ward has been effectively promoting the role of residential areas in mobilizing social resources to supplement facilities and improve the landscape of cultural centers and streets.

According to Mai Sy Lan, Vice Chairman of the Nghi Son Town People's Committee: “Along with directing the work, the Town People's Committee has assigned departments and divisions to guide and support the wards in reviewing, supplementing, and completing the criteria; and at the same time, resolving obstacles and difficulties. We also directed the wards to organize high-intensity emulation campaigns, focusing on propaganda and mobilization to build widespread movements to promote the strength, unity, and leading role of each citizen. The goal of successfully building model wards in Tan Dan and Hai Linh wards this year is aimed at improving the quality of life for the people, making the appearance of the wards, each residential group, and agencies and units bright, green, clean, beautiful, safe, and civilized, with exemplary people. These are also model examples, “nuclei” for the town to evaluate, learn from, and replicate, creating an important foundation towards building a model town in the near future.”
