
The Ministry of Construction requested to increase labor, materials, etc. to supplement construction sites to speed up construction progress; immediately gather materials for traffic safety systems.
The Ministry of Construction has just sent a document to Project Management Board 2 and Project Management Board 85 regarding resolving existing problems, difficulties and obstacles and speeding up the implementation progress of expressway projects in the Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh sections.
Focus on completing construction before December 19
Regarding the Quang Ngai - Hoai Nhon expressway, the Ministry requested Project Management Board 2 to closely coordinate with the Vietnam Expressway Corporation (VEC) in the process of implementing toll collection items at the intersections at the beginning of the route, ensuring the completion of toll collection equipment installation before putting the project into operation, without affecting the operation of the Quang Ngai - Hoai Nhon expressway.
At the same time, Project Management Board 2 needs to closely coordinate with the locality in site clearance for the remaining locations; construction protection work and vibration assessment process; promptly direct the contractor to make payment and compensation as soon as the assessment results are available, ensuring the legitimate rights of the people and meeting the project progress requirements; creating conditions for the contractor to construct the rest stop, but must clearly define the scope, progress and responsibilities of each party.
Project Management Board 2 directed the contractor to increase construction teams for the median strip system and the trench system of tunnel No. 3; focus on constructing the right pipe of tunnel No. 3 to ensure completion by December 19, 2025.
For the Hoai Nhon - Quy Nhon expressway project, the Ministry requested Project Management Board 85 to direct Truong Son Construction Corporation to speed up the construction progress of the foundation, surface and road to restore An Tuong Dong 2; increase labor, materials, etc., add construction points to speed up the construction progress of all kinds of ditches; immediately gather materials for the traffic safety system and add construction points for work items of the traffic safety system (fences, guardrails, median strips, anti-glare nets, painted lines, signs, etc.) to speed up the completion work.
Closely monitor the contractor's construction progress
For the Quy Nhon - Chi Thanh expressway section, the Ministry of Construction directed Project Management Board 85 to request senior leaders of contractors to be directly at the site to manage the construction until the completion of C16 asphalt concrete paving work on the main route, especially some contractors with large remaining volume and risk of delay such as: Hai Dang, Bac Trung Nam, Khang Nguyen, TAG Vietnam,...
The Ministry also criticized the commander of the contractor, Construction Corporation No. 1 (CC1), for not actively implementing the construction to complete the remaining volume and failing to manage the subcontractors, causing delays in completing the Km16 intersection. It requested Project Management Board 85 to closely monitor the construction progress of contractor CC1 at the Km16 intersection area, and at the same time check, review and request the supervision consultant and contractor to promptly complete and submit payment documents for timely disbursement.
With Project Management Board 85, the Ministry rectifies the management and construction organization of the contractor Hai Dang and the commander; requires the contractor to focus on construction within the scope and volume of the project; after 5 days, if there is no change, it must be transferred to ensure the overall progress.
Project Management Board 85 directed contractors to increase construction work on median strips (Company 68, Dong Thuan Ha), speed up construction progress of expansion joints and asphalt concrete pavement (Bac Trung Nam, Khang Nguyen, Thang Long, TAG Vietnam).

5 highway projects need to speed up construction progress to complete by December 19
Recently, the Department of Economics - Construction Investment Management (Ministry of Construction) has just issued a document stating: Among the projects/component projects managed by the Ministry under the 3,000km expressway plan, there are 5 expressway projects that need to speed up construction progress to complete by December 19.
Specifically, the Bien Hoa - Vung Tau expressway project, as of the end of October 2025, construction output reached about 62%, 1.5% behind schedule. Some contractors need to focus on accelerating progress such as: New Sun Bridge and Road Joint Stock Company (subcontractor); T&T Transport Construction Service Trading Company Limited (subcontractor).
At the same time of reporting, the construction output of the North-South Expressway section Quy Nhon - Chi Thanh reached nearly 87%, 1.6% behind schedule. Some contractors need to pay attention to the progress such as: Dong Duong Construction Group Joint Stock Company; Hai Dang Joint Stock Company.
At the Chi Thanh - Van Phong expressway, the output has reached nearly 88%, of which, the XL02 package is approximately 3% behind schedule. Contractors that need to speed up the progress include: North-Central-South Infrastructure Construction Joint Stock Company, Central Region, Construction Corporation No. 1 (CC1).
At the Can Tho - Hau Giang Expressway project, the output by the end of October reached about 80%, 3% slower. The slow contractor is VNCN E&C Construction and Engineering Investment Joint Stock Company.
Next, the Hau Giang - Ca Mau section project has achieved about 74% output, 5% behind schedule with some contractors needing to speed up further such as: VNCN E&C Construction and Engineering Investment Joint Stock Company, Trung Nam Construction and Installation Investment Joint Stock Company, Thi Son Production and Construction Company Limited, Hai Dang Joint Stock Company, Bac Trung Nam Infrastructure Construction Joint Stock Company.
In addition to the projects included in the 3,000km expressway plan, the Department of Specialized Management also pointed out 5 projects that need focused direction to be completed by 2025.
Specifically, by the end of October, the project to renovate and upgrade the Hanoi - Vinh section had output of more than 81% (3% behind schedule); the project to renovate and upgrade the Vinh - Nha Trang section had output of nearly 87% (about 3.6% behind schedule).
Cao Bang City bypass project: output reached about 59% (19% delay); Project to increase clearance of road and railway bridges crossing the national inland waterway route: output reached about 63% (about 3% delay); Lang Son National Highway 4B upgrade project: output reached about 66%, nearly 4% delay.
According to the Department of Economics - Construction Investment Management, the remaining time to complete the projects is not much. If the units are not determined, make great efforts in organizing construction and have solutions to speed up progress, they will not be able to complete them as planned.
