According to Tuoi Tre Online, a common limitation of many university councils today is the lack of genuine participation from members, especially outsiders. Many people lack understanding of higher education, university culture, or the time and dedication to contribute.
These individuals participate merely for the sake of appearances and to fulfill the required membership quota, often absent altogether and failing to offer strategic input. Meanwhile, internal members are hesitant to voice dissenting opinions for fear of displeasing the leadership or jeopardizing their personal interests.
Another limitation is that the selection of school board members is based on proportional representation rather than competence and experience. Some individuals are appointed to the school board not because they can contribute to the school's development, but because they belong to the governing body or have close ties to the school's leaders. This causes many school boards to lose their real power and independence, as members lack the ability to make strategic decisions for the school's development. Furthermore, the powers of the school board are not clearly defined.
After reviewing the feedback, Deputy Prime Minister Le Thanh Long requested the Ministry of Education and Training to review and assess the implementation of the Party's guidelines and legal regulations on school councils in higher education institutions; to promptly take corrective measures for higher education institutions that have not strictly implemented the Party's guidelines and legal regulations, resulting in school councils that are merely формаl and operate ineffectively; and to promptly report and propose recommendations to competent authorities on newly arising issues, those beyond their authority, or those requiring amendments or additions to relevant regulations.
