On October 28, Associate Professor, Dr. Nguyen Dang Thoai, Vice Rector of Pham Ngoc Thach University of Medicine, signed a Decision to establish a Working Group on Scientific Integrity, with a term of operation of 30 days. The group consists of 7 members, headed by Dr. Pham Quoc Dung, Vice Rector. The task of the group is to review the contents related to Article 8 of the Law on Science, Technology and Innovation 2025; Articles 4 and 6 of Decree 262/2025/ND-CP, to ensure compliance with regulations on scientific integrity in research and training activities.

However, after the Working Group was announced, two associate professors on the list of members submitted their withdrawal requests. One person said that the withdrawal was to “ensure absolute objectivity and transparency” of the review process, due to information on social networks related to the case of Associate Professor, Doctor, Doctor of Science, Doctor of Science Tran Thi Khanh Tuong, who is being accused of violating scientific integrity. This person said that the withdrawal from the group was necessary to avoid any speculation and at the same time maintain the reputation of the Working Group and the University.

The remaining person withdrew for personal reasons.

Recently, Pham Ngoc Thach University of Medicine has had a series of events that have attracted public attention. Candidate Au Nhat Huy (24 years old, son of Associate Professor, Dr. Tran Thi Khanh Tuong), graduated from Tan Tao University, was admitted to the doctoral program in Internal Medicine with the second highest score. After the review process, an international article in the candidate's profile was withdrawn from the journal Chronic Obstr Pulm Dis (2025), causing the research score to drop to 9.5 and the average score to 88.3. However, the admission result remained unchanged.

At the same time, the Vietnam-Germany Medical Program, a cooperation between Pham Ngoc Thach University of Medicine and Johannes Gutenberg University Mainz (Germany), was also suspended by Germany due to changes in training policies and budget. The school is developing a plan to ensure the rights of students.
