The policy of providing additional support to officials, civil servants, and employees in the implementation of organizational restructuring within the management scope of Thai Binh province has different support levels, depending on whether the eligible person submits their application early or late.
On February 21st, information from the Office of the National Assembly Delegation and the People's Council of Thai Binh province indicated that at the session held on February 19th, the Provincial People's Council passed a resolution stipulating additional support policies for officials, civil servants, and employees in the implementation of organizational restructuring within the management scope of Thai Binh province.
Accordingly, the applicable subjects include officials, civil servants, and public employees receiving salaries from the state budget and those working under labor contracts as prescribed by labor law before January 15, 2019, in administrative agencies, organizations, and public service units whose recurrent expenditures are fully covered by the state budget and public service units that partially self-cover their recurrent expenditures; those who voluntarily retire early or resign immediately in agencies and units undergoing consolidation, merger, establishment, or cessation of operations, and in administrative organizations and units undergoing consolidation, merger, establishment, or dissolution within agencies and units undergoing internal organizational restructuring.

Regarding the province's additional support policy, according to the resolution, in addition to the policies and regulations stipulated by the Government , officials, civil servants, public employees, and workers who voluntarily submit applications between February 20, 2025, and March 20, 2025, will receive a one-time additional support payment from the province equivalent to 30% of the subsidy level stipulated in Decree No. 178/2024/ND-CP.
Officials, civil servants, public employees, and workers who voluntarily submit applications and documents between March 21, 2025, and May 31, 2025, will receive a one-time additional support payment from the province equivalent to 20% of the subsidy level stipulated in Decree No. 178/2024/ND-CP.
Officials, civil servants, public employees, and workers who voluntarily apply and submit their documents between June 1, 2025 and February 20, 2026 will enjoy the province's one-time additional support policy equal to 10% of the subsidy level according to Decree No. 178/2024/ND-CP.
For officials, civil servants, and employees who take time off outside of the prescribed hours, they are not entitled to additional support benefits and policies from the province.
According to the Department of Home Affairs of Thai Binh, as of February 19, the whole province had 319 cases of cadres, civil servants, public employees, and workers working at departments, branches, agencies, units, and localities in the province who submitted applications for voluntary retirement or early resignation. All cases with applications have been approved by the leaders of the agencies and units and transferred to the Department of Home Affairs of Thai Binh.
Specifically, 4 people hold the position of director of a department, 2 people hold positions equivalent to director of a department; 13 people hold the position of deputy director of a department and equivalent to deputy director of a department; 5 people are members of the Standing Committee at the district level; 31 people hold the position of head of a division; 47 people hold the position of deputy head of a division; 22 people hold the position of head or deputy head of a division in units directly under the department, sector and equivalent; 82 civil servants; 85 public employees and 28 workers.
